As you pass through many of its streets and roads and wonder where the old landmarks have gone, there’s another generation who will gawk at the thought that there was a city, as charming as Malgudi , right here. HRD minister hints at entrusting the role of accreditation and assessing agency to IITs: Will it improve quality of professional education?

Belagavi, May 5: The idea of entrusting the prestigious Indian Institutes of Technology (IIT) with the additional role of accreditation and assessing agency as reportedly hinted by the Union Minister for Human Resource Development Prakash Javadekar recently has not gone well with some of the prominent academicians one of whom has critically viewed as an “unexpected” and “not in the interest of IITs”.

Should this happen at a time when the Prime Minister Narendra Modi is expecting to see at one Indian university among the top 100 universities in the world? Will the idea help the government’s aims and objectives in boosting academic excellence, particularly in higher and professional education system of the country?

K. Balaveera Reddy, former IITian who served as Vice-Chancellor of Visvesvaraya Technological University (VTU) for two terms and played significant role in shaping the Karnataka’s only technological university and winning it as one of the prestigious technological universities in India raised these questions and told allaboutbelgaum.com on Friday that he did not approve the idea and already shot a letter to the HRD Minister questioning the move.

He has pointed out that there were various Universities/Institutions established through Central/State governments. Accreditation of Institutions/Programmes of study is under the authority of autonomous bodies like NAAC for Institutional accreditation and NBA for Engineering, Medical/Nursing and Management programmes. There are the various regulators (autonomous) under the aegis of central government, in addition to which state Government have their own regulators for granting permission to start the courses. These institutions include Ministry of Human Resource Development (MHRD), Medical Council of India (MCI), Pharmacy Council of India (PCI), Indian Nursing Council (INC), Dental Council of India (DCI), Central Council of Homoeopathy (CCH), Central Council of Indian Medicine (CCIM), All India Council for Technical Education (AICTE), National Board of Accreditation (NBA) for technical and management colleges, National Assessment and Accreditation Council (NAAC) besides, the Bar Council of India (BCI), Quality Council of India (QCI), Distance Education Council (DEC), National Council for Teacher Education (NCTE), Indian Council of Agricultural Research (ICAR), Scientific Institute and Research Organizations (SIROs), Rehabilitation Council of India (RCI), National Council for Indian Education (NCIE), Institute of Management & Engineering (IME).

Further, he said with too many regulators and inspections, there exist no proper accountability with any agency resulting in poor quality of educational standards in practice. As per recent news article in a section of national print media recently, the idea is being mooted to entrust the role of accreditation agencies to the existing IITs. The idea sounds deviating from main purpose of establishing IITs and has the following limitations:

Former Prime Minister late Pt.Jawaharlal Nehru said that IITs were expected to provide an ideal platform for scientists and technologists of higher caliber to engage in research, design and development to help build the nation towards self-reliance in her technological needs.

The main purpose of establishing IITs (as per high power Sarkar Committee report, 1945) is to develop advanced technical education on the lines of MIT of USA, training technical manpower (under graduates/post graduates), research, train technical teachers and to hand-hold many secondary technical institutes under them. The question therefore arises whether the idea help or boost the avowed objectives and stated purposes behind establishing these IITs or deviate from it?

IITs top talent focus will be diluted from teaching, research & development, innovation, consultancy and projects to smaller role of accreditation/bureaucratic inspection.

IIT faculty, deputed for accreditation may have to spend five days for each inspection. For instance, if one faculty attends five inspections in a year, it will be 25 man-days per year. Main focus of research /teaching will be lost as many ma- days will be utilized for secondary works.

Actually, IITs should focus towards working on world class special high-tech research, design and development, product and process innovation programs that would achieve Nobel Prizes and also in solving national challenging issues…etc. IITs should also create an environment towards achieving excellence as top technological universities in the world. They can act as mentor institutes to NITs /IIITs/Top tier institutions rather than being an inspecting agency.

Possible solutions: What is the right solution? Who has to own the accreditation agency role? In my opinion, the following can be thought of to enhance quality of educational institutions regulation/accreditation””, said Dr.Reddy.

He said the first option is like NAAC under UGC and NBA is autonomous body under AICTE; each regulator can have one autonomous accreditation agency under its umbrella as its body consists of subject-experts. Same human resources can be utilised for inspection as well as for regulation and duplication of resources can be avoided.

Second option is accreditation can be done on the model of ISO certification – Privatize the accreditation process (de-licensing from Government controls); Auditing can be done by the various categorized and recognized agencies; Each private accreditation agency may have their own standards; educational institution can choose the accreditation agency depending upon their level of performance; Non-conforming observations can be re-audited at fixed time intervals.

The third option could be to allow respective universities of Central /State have their own autonomous accreditation agencies, which will inspect (resources drawn from pooled experts) all affiliated institutions under their jurisdiction.

Dr.Reddy observed that IITs and NITs being higher learning institutions could together form one autonomous body for accreditation purpose only for central government institutions: “As an alumni of IIT, my deep concern is that IITs role may be diluted and focus is likely to be lost, if entrusted with accreditation agency role for entire India. I am hopeful that enlightened MHRD will take right decision in the best interest of the IITs, institutions and also accreditation agencies”.

Anytime Payment machine of HESCOM goes Defunct

The Any time payment (ATP) machines at the HESCOM offices were some kind of a boon for the consumers for the payment of their dues. But as the system has failed now citizens have to stand in Queue to pay the bills.

The online payment system on hescom.co is working but not many have the facility to pay bills online.

atp-hescomFrom May 1, the ATP machines have become defunct. In total there are eight ATP machines in different locations of city. Apart from them, people can also pay the electricity bills at the Belagavi one centres. But sources have cleared that the contract of ‘Ad electronics’ an agency which running these ATP machines from past five years ended on April 31.

ATP machines are defunct from May 1. Official’s of Hubballi electricity supply company (HESCOM) have said that the tender process for the new agency to run the ATP machines has commenced and it will at least take a month for the new agency to commence operations.

Due to the manual billing process, it is taking at least of five to ten minutes for each person. Thus a long queue is creating in front of centres. The rush also seen common in Belagavi one centres.

HESCOM Executive Engineer, city devision said once the tender work is finalized a new agency will shortly install their New ATP machines and commence by June 1.

5 men posing as journalists held for extortion

Aslam Mulla (40), Mohammad Mulla (35), Sadiq Doni (42), S. Muktar (35) and M. Yunus (34) were arrested by the police after a complaint was given to the police of black mail and threatening.

After the complaint was received by the APMC police station swift action was taken these 5 were arrested.

A few of the arrested already have a few cases of extortion against them source said.

7 Bangladeshi arrested from Belagavi

The Belagavi police have taken as many 7 persons of Bangladeshi origin into custody. One was arrested from Pune and other 6 were arrested from Auto Nagar Kanbargi, Belagavi.

One person had come to Belagavi about 8 months ago and got himself Aadhar card, PAN CAR and even a passport and was trying to fled to Dubai from Pune where he was nabbed at the airport. Out of the 7 in custody one is a old woman as well.

bangaldeshiAll the 7 used to reside in Auto Nagar and used to work as daily labourers in nearby shops.

Mohd Alamin Bepari (26)from Bangladesh came to Auto Nagar and took a bungalow on rent. He then made a affidavit in the local court about his birth and with that he applied for Ration card, Aadhar card and Election ID card.

By bribing the officials it is alleged that he got all these documents even a Passport and VISA to Dubai.

He was nabbed at Pune Airport and the officer there tried to speak to him in Kannada and as he could not understand anything the officer had some doubts and he investigated the person. He could not even speak Marathi and this made the officer alert and he was throughly interrogated and then he himself agreed he was from Bangladesh.

DCP G Radhika has said that, the case has been transferred to Belagavi police and now they have formed special teams to find if there are more such persons residing in Belagavi.

Another 5 Bangladeshis detained from Belagavi taking total to 12

As many 7 Bangladeshi arrested from Belagavi were arrested and after interrogation another 5 were detained, which takes the total of the detained illegal immigrants from Bangladesh to 12. The 7 arrested earlier have been given judicial custody for 14 days by the court.

The 5 arrested on Saturday have been identified as Habibur Shaikh, Rakibuk Mural, Ikram Abdulkayar, Mohd Mulla, Ibrahim Yusifi from New Gandhi Nagar and Auto Nagar under the Mal Maruti Police station.

It may be recalled that One person had come to Belagavi about 8 months ago and got himself Aadhar card, PAN CARD and even a passport and was trying to fled to Dubai from Pune where he was nabbed at the airport. Out of the 7 in custody one is a old woman as well.

The police suspect as many as 300 illegal immigrants could be residing in Belagavi.

Girish Kamanuri, a noted contemporary dancer from Belagavi who has performed Pan India and abroad now calls himself to be a dance scientist, and has a dream to start his Infinite Dance University.

A few of us may say all this is rubbish but Girish is firm on his idea that Dance can heal ailments if not cure them definitely dance helps to control the ailment to a great extent.

Girish plans to sets up his Dance University in Belagavi and this will serve as a one stop destination for free medicine, education, research, documentaries, exhibitions & competitions.

All forms of dancing improve balance and coordination, although some are better at it than others. For example, requires lots of twists, leg kicks and torso rotations. It requires keeping your center of balance stable to make sure you don’t lose your step as you twist and turn. Group dancing, meanwhile, relies heavily on coordination, as all dancers need to be in tune with each other for the performance to work.

Girish says,

He further says

Dance movements and its practice leads to the change in the choreography of our own moves in lifestyle. His academy will bring the space for every individual in the world to reshape their choreography in life to attain or reach maximum brain capacity.

Every move you do or create has an historical influence, change in the choreography would bring us more closer to the REALITY check with every move we stepped in.

He plans to commence three major educational programs. School in dance (school children) , diploma in dance ( above 16 years ) & degree in dance. This complete process of training will be carried out very professionally within the academy.

Every course or levels will be organised or practiced with different dance forms varying from classical, folk, western & etc. Every dance form will be thought very professional to every dance learner to make sure knowledge of dance is delivered as an objective.

Girish who did his schooling from B K Model School, Belagavi later pursued his PUC at Phoenix college, Belagavi and then his Diploma ( K.L.E ) & Degree ( Krupanidhi ) in pharmacy (Bangalore). In college he participated in dance events for college and he realized that dance is something that makes me happy. In 2004 after taking part in many events for the college he nally decided that Dance was where his life will take him.

He met Roger his rst guru and inspiration who was a Hip hop and B-boying trainer in Bangalore. Girish recently decided to come back to his home land and took further his career in dancing with his company Zero G centre for performing arts. Girish has done numerous productions, workshops, courses on contemporary dance country wide and trained many in this dance form. Girish has performed all over the country and  specically remembers his performance under the All India Contemporary Dance tour & winning classical dance competition DANCE JATRE 2015.

Belagavi Lad gears up to host International short film festival in Bengaluru

Abhishek Bendigeri a Belagavi based techie who presently working in Mumbai had founded United India Films (UIF) and now his company is gearing up to host first International short film festival in Bengaluru This June.

UIF was founded in 2008 by like-minded friends from Belagavi. Abhishek with his two friends Sachin Deshpande and Chiranjivi Patil to bring out their passion of making artistic short films after getting many appreciations to their first short film ‘Ondu Hejje’ which was made during college days.

uif-ffThe team at UIF are from different walks of like and works in various companies but never miss chance to spend time on weekends at the UIF studio to bring out their creativity. This team got global level recognition for their short film ‘B-tweets’. This film not just appreciated in India but also listed in top 20s at the prestigious Los Angeles International Film Festival, United States of America in 2016, It was selected for the Indie Wise International Film Festival, Florida in 2016, It awarded the Best Short film at Good Deeds International Film Festival, New Delhi and best narrative short film at Barcelona film festival, Spain.

After making near about 20 short films, this team has all set to host the International Short film festival titled ‘Meraki’ at BTM layout, Bengaluru on June 4.

This festival will be a medium for ones work to get appreciation and also to bring out the talents of art. Eminent actor, theater personality and journalist Prakash Belawadi, Eminent Cinematographer Satya Hegde, who had made cinematography to various movies including Kendasampoge will be Jury members to the festival.

This film festival will also honor films under various categories including Best actor, Screen play, cinematography, trailer, audience chance award, best film award and many more awards will be given based on the decision of the jury members. Already over 30 entries including 4 from abroad has received. The organizers are expecting near about 200 entries to this first ever short film festival.

University has the prime responsibility in educating the youth and prepare them for future. It is a unique space, which covers the entire universe of knowledge. It is a place where creative minds converge, interact with each other and construct visions of new realities by

fostering a culture of excellence. Our former President of India, Dr. A.P.J. Abdul Kalam has given great emphasis on excellence. He said that “Excellence in thinking and action is the foundation for any mission. Excellence is not by accident. It is a process, where an individual or organization or nation

continuously strives to better oneself.” Academic excellence is achieved through high standards of teaching, an environment conducive to learning and a culture of single minded pursuit of knowledge and passion for achievement of excellence.

Leadership and commitment of faculty, staff and students play a key role in academic excellence. Every person and every effort matters.

India has the largest youth population in the world. Youth has the power to change the future. There is a need to convert this vast potential into our major strength by developing a positive attitude for change and imparting them required knowledge and skills to become employable. The Government of India has already launched a number of ambitious schemes in this regard. The Government, industry and higher education institutions are jointly making efforts under Skill Development Programmes to provide students the required resources and support for developing their skills. It is the responsibility of both the institutions and the students to ensure best possible utilization of such skill development schemes. Establishing a better interface between industry and academia for designing job oriented courses and providing training and placement is also required. Believing in self gives the greatest strength to face any challenges in the life. Steve Jobs has rightly said that “Your work is going to fill a large part of your life, and the only way to be truly satisfied is to do what you believe is great work. And the only way to do great work is to love what you do. If you haven’t found it yet, keep looking. Don’t settle. As with all matters of the heart, you’ll know when you find it” I am sure that if the youth of today believe in themselves and realize the power within, they a can achieve any goals in their life or turn any dreams into reality.

Friend, it is my observation and firm belief that five basic qualities are essential in every individual to be successful in every walk of life: Character, Courage, Competency, Commitment, Compassion.

Knowledge should be gained through minute by minute efforts. Money should be earned utilizing each and every resource. If you waste time, how can you get knowledge. If you waste resources, how can you accumulate the wealth”.

Heritage Park at Vaccine Depot is only getting Tareekh pe Tareekh

The Vaccine depot which has a long history to it came into the lime light when there were rumors that it will be good site for building the Suvarna Vidhan Soudha in August 2007. Environmentalists and nature lovers came together and raised voice that the rich heritage and the flora and fauna should be saved and preserved.

The government also headed to the demand in late 2008 and it was decided by BUDA (Belagavi Urban Development Authority) that a Heritage park needs to be setup in these 100 acres Vaccine depot without cutting or demolishing many buildings housed in it. Infact even a foundation stone was laid. In 2009 Infrastructure Development Corporation (Karnataka) Limited made a report on the same and viability of a heritage park and this story is made from that report.

Now the same Heritage park has been proposed to be developed under the Smart city project. The same project made in 2009 has been embodied in this smart city plan. Nothing under the Smart city plan has commenced hence we are still unclear when the actual work on the same would commence.

Belagavi Vaccine Depot is located in the heart of the city and spreads to about 100 acres. Vaccine Depot is a mini exotic forest and has about 3700 varieties of medicinal plants and has a potential to be preserved as a natural reserve. The site has lush greenery and a seasonal natural drain flows during rainy season and has potential for being developed as a landscape element. The site is a treasure of exotic flora and fauna.

There are 64 existing buildings out of which some of the buildings are nearly 100 years old. The buildings are used as offices of the District Health Officer and storage facilities for various vaccines.

Time-line

The Belagavi Urban Development Authority (BUDA) had planned walkers pathway, joggers pathway, swimming pool (international standard), children’s amusement park and zoo, musical fountain and waterfalls/hanging bridge, boating, landscapes, art gallery, mono rail, recreation club, snack centre (with canteen and ice cream parlor), badminton hall/shuttles/billiards, volleyball, basketball, lawn tennis courts and medicinal plants.

On Nov 30, 2013 Shamanoor Shivashankarappa minister for Horticulture in a reply to Umesh Kattis question the assembly replied that the work on the Heritage park at Vaccine depot would be commenced soon. A sum of Rs.2 crores have been set aside for the same he added.

Historical value of Vaccine Depot:

The Belagavi Vaccine Depot also known as Vaccine Institute was started by Captain F.H.G. Hutchinson for manufacturing Small Pox vaccine in 1904 under the then Government of Bombay Province. The institute was shifted to its present premises in Tilakwadi following completion of building construction works in 1909. The institute was manufacturing 40 million doses of freeze dried small pox vaccine and supplying all over the country and to neighboring countries as well. During 1954, the vaccine was changed from cow-calf to sheep-based. Following reorganization of States, the administration of institute came under the control of Government of Karnataka in 1956.

In 1968, the vaccine was changed from sheep to buffalo calf and the production capacity was increased to 47 million doses in 1974 — one third of total requirement of the country.

The manufacturing of the vaccine was cut down in 1977 in view of zero incidence of small pox in the country and completely stopped in 1978. Yet, during the same year, the activities of the institute switched over to manufacture of neural tissue anti-rabies vaccine (NTV). Initiatives on experimental works connected with preparation of Tetanus Toxoid and Diphtheria fraction were also taken up in 1985.

Purpose of Heritage Park –

The purpose for the development of the project is to preserve and portray Belagavi’s heritage. To provide a platform for the city’s craftsmen to exhibit their art and also generate employment opportunities for the same. To create urban green space for the citizens through the concept of “Community Park”.

The proposed Heritage Park would be an integrated campus to promote heritage, tourism development and create recreational space for the city as well as surrounding region.

The principle concept of the Heritage Park is one of sustainable development. The focus of the sustainable design process is to achieve an aesthetic response to the program, while minimizing the ecological footprint of the development and conserving the existing built form.

The proposed heritage park shall have integral elements to promote art and culture blended with amusement related activities. Heritage Park is envisaged to cater to the needs of all age groups. The overall development of the area is envisaged in following zones:

Amusement, Hospitality, Cultural & Landscape Zone , General Facilities. The proposed facilities are Art Gallery, Museum, Heritage Centre, Club & Philatelic Centre.

Boating, hanging bridge, musical fountain, rose garden, water falls, Mini train, various other rides, a sports complex with indoor and outdoor and swimming pool etc would be developed as a part of landscaped Park. The total Project Cost is estimated at around Rs. 26.2 Crore when planned.

Since 2008 We have been only hearing and reading about this Heritage park, we only hope our Grand children will atleast be lucky to see this park, if not we.

Acting on a tip off district Forest officers mobile squad led by PSI K S Kocheri raided a house at Vannur village in Bailhongal taluk and recovered three owls from them on Monday noon.

The suspect Chandrappa Mallappa Mirji of the same village is believed to catch and sell these endangered owls for black magic practices.

BELAGAVI, May 9: Jain Heritage School (JHS) is all set to start the city’s first CBSE Pre University College from academic year 2017-18 at its present premises in Rani Chanamma Nagar.

It will offer courses in all the three streams viz. Integrated Science, Commerce and Arts.

VTU: One-day International Seminar on Digital Manufacturing (Smart Factory)

BELAGAVI, May 9: Visvesvaraya Technological University in association with ESPRIT, USA DMG Mori Seiki, Japan will organise one-day “International seminar on Digital Manufacturing (Smart Factory) at its Jnana Sangama campus at Machhe on May 11.

Working professionals and academicians will be attending the seminar, according to a VTU press release issued here on Tuesday.

Digital manufacturing is the current trend in manufacturing technologies, including cyber physical systems, internet of things and cloud computing. It has Modular Structured smart factories, cyber physical systems monitor physical process, creating virtual copy of physical world to make decentralised decisions. These technologies help improve the quality and flexibility within manufacturing industry.

The workshop will focus its deliberations to highlight the opportunities in smart manufacturing, which predominantly helps the industries to be efficient and sustainable. The workshop will provide the participants with pivotal knowledge on industry 4.0 and its implementation.

Forest officers wife murdered 

Wife of Deputy forest officer was found killed by unknown people on Wednesday noon at Dwaraka nagar, Tilakwadi. 

Bhargavi Morappanavar(58) was strangled to death by unkonwn assailants in day time. 
DCP Amarnath Reddy visited the spot along with dog squad and figure prints experts. Police sources have said that when Bhargavi was alone at home, unknown people have entered in the house and killed her by strangling her neck with towel. The hands and legs of her were tied and cloth was put in her mouth. The gold ornaments from her neck, hands have been robbed by the killers.

Bhargavi is wife of social forestery DFO Anand Morappanavar. Bhargavi had been to hospital along with husband in morning. And then DFO had left to work from home in noon.

VTU Vice-Chancellor Dr.Karisiddappa, Vice Chancellor of VTU, who presided over the inaugural function, said that knowledge computer, engineering economics, strength of materials and marketing strategy were essential factors to become successful manufacturer. Now, it was high time for Indian industrial sector to warm up to aggressively pursue the idea of digitisation under Digital India and Make in India programmes of Government of India.

In the present scenario, Indian Industries are going through complete transformation using new age technologies at the global level, he said and stressed on the need to boost the pace of progress.

Dr.Satish Annigeri, Registrar (Evaluation) of VTU briefed about the VTU activities to the delegates. Senior official of the host university Dr.Shivaprasad Dandagi welcomed the guests and delegates.

Over 100 delegates from different parts of the country and abroad, and representatives from leading industries of Belagavi participated in the seminar.

PUC 2 results Belagavi is at 28 position

The Pre university 2 results were declared today and with a overall passing percentage of 44.25 Belagavi district is at 28th position just before Vijapur, Yadgir and Bidar.

Last year the passing percentage was 62.05 which was 16th position in the state.

132 colleges in the state have ZERO passing percentage while this figure was 91 last year.

Students were eagerly awaiting the results and many were glued to the mobiles to know the results.

Vinayak Gunjatkar, Chairman of Standing Committee for Town Planning & City Improvements raised the issue of Gomatesh Vidyapeeth encroaching a road in Hindwadi with the District incharge minister Ramesh Jarkhiholi on Thursday.

He requested the minister that no action was been taken by the corporation even after repeated requests.

gunjatkarGunjatkar said if the said illegal shed is not demolished within a week he will go on a Dharna at RPD corner along with his supporters.

Answering the minister said he will ask the DC and corporation to demolish the said illegal structure and if same is not demolished then he too will join Gunjatkar in the Dharna.

This issued was raised at the general body meeting held in April as well and then MLA Sanjay Patil spoke up and said that there are many encroachments in the city first remove them and then come to remove mine.

Visually impaired Student tops college

Kareppa Balu Shidlyal(20) a born blind, resident of Paschapur village Hukkeri taluk about 40 km from Belagavi has achieved what normal students can only dream of.

He has topped the College as he secured total 563 marks out of 600 securing 93.83 % marks in the PUC 2 studying at the KLES Lingraj PU college of arts and commerce.

blind-pucHailing from a underprivileged family who lost his father quite early, his mother was his sole inspiration. Their house is in a very bedraggled condition, hence Kareappa and his m,other stay in a rented house.

He used to review the syllabus by hearing the recordings of lectures held in college. He used to record the lectures in classroom and listen to them again and again on his mobile.

In December this year he was admitted to hospital for 25 days for a stomach ailment but he came back and with complete dedication studied hard and the results are here.

No physical disability is big to overcome, one just needs the courage and the encouragement.

Kareappa gives credit of his success to his mother who has been the pillar of support for him at each and every step. He aims to to appear KAS and IAS examinations.
