Citizens say will opt for NOTA as a mark of protest against gross negligence by local authorities

$

Maybe for the first time in the country, a section of voters, although small in number, are considering to opt NOTA as a mark of protest against gross negligence of their long pending problems by the local authorities.

Hitherto, voters have been boycotting for similar issues while NOTA remained an individual’s prerogative. But the voters in the present case of P&T Colony of Hanuman Nagar in the city want to exercise their right to franchise instead of boycotting and register their protest as well through NOTA. It is for the government to change their views, says a hapless resident of the colony.

Following is the memorandum they have sent to the Deputy Commissioner, Karnataka State Election Commissioner and Belagavi City Corporation, which is self explanatory as to what compelled the residents to look for NOTA.

p&t-colonyUnderground Drainage facility for P & T colony and adjoining areas in Hanuman Nagar II stage.

This is to bring to your kind information and immediate response towards a burning problem, which has been kept alive for over 4 decades, unfortunately by no other than the responsible Belagavi City Corporation. The problem which started due to gross negligence and failure of BCC to provide drainage lines to the P & T colony(Society formed in 1967) and the adjoining areas for more than 40 years, has manifested into a nauseating, stinking and intolerable nuisance in the form of a lagoon of highly contaminated sewage(kindly view the picture). What is most hurting and most incomprehensible that the BCC has turned a blind eye and deaf ear to the woes of the hapless taxpaying residents. This sewage filled lagoon has become a serious health hazard which could cause communicable diseases like Dengue, Malaria, Cholera, respiratory problems and other health problems due to wide spread of highly polluted air and water affecting more than 200 families of the locality.

Though the residents of the colony submitted several memoranda to the BCC and lodged complaints with Janahita portal during last 4 years besides KSPCB Belagavi, neither the BCC nor the KSPCB bothered to take corrective measures and construct the much needed drainage lines. The residents have paid development charges but stand denied the basic amenities for the reasons best known to BCC. Not only the residents but the even the health of the domestic and stray cattle and animals has also been threatened.

Having failed to elicit any due response from the BCC, we the residents of this colony are seriously considering to exercise our right to vote by opting to NOTA in protest against gross negligence of our long pending problem, instead of boycotting the upcoming polling for Loksabha constituency of Belagavi, unless the concerned authority commits to respond to our long pending grievances immediately and resolve the issue in a time-bound manner.

We earnestly request your kind-self to take serious note of the matter and issue directions to the BCC to respond and take immediate measures to resolve the matter.

What is NOTA – None of the Above? in 2014 Belagavi PC got 1.07% NOTA votes

The Supreme court of India, in 2013 ruled that the right to register a “none of the above” vote in elections should apply while ordering the Election Commission of India (ECI) to provide a button for the same in the electronic voting machines.

NOTA means “None of the Above” option which enables the voter to officially register a vote of rejection for all candidates who are contesting. If a voter chooses to press NOTA on the EVM, it indicates that the voter has not chosen to vote for any of the party.

In the 2014 Loksabha Elections as many 1.07% of the votes were as NOTA and the highest were polled in Belagavi Dakshin – 1.43%, followed by Ramdurg – 1.3%.

Total 1067047 11500 1.07

Voter Turn Out 68.25%

nota1. WHAT IS NOTA?

NOTA or ‘None of the above’ is a ballot option that a voter can choose to apply instead of giving their vote to any of the contesting candidates.

The main objective of the ‘NOTA’ option is to enable electors who do not wish to vote for any of the candidates to exercise their right to reject without violation of the secrecy of their decision. The voter must be eligible to register a vote of rejection if they feel that the contesting candidates do not deserve to be voted for. The Right to vote granted to all citizens must allow the vote of disapproval.

2. DOES NOTA WORK AS A ‘REJECT TO ALL CANDIDATES’ OPTION?

It has been argued that NOTA is not ‘the right to reject’ all candidates standing in the election, but instead ‘the right to register a negative opinion’.

This option is based on the principle that “consent requires the ability to withhold consent in an election”.

3. DOES NOTA VOTE COUNT?

The Election Commission clarified that votes caste as NOTA are counted, but are considered ‘invalid votes’. Therefore, votes made to NOTA will not change the outcome of the election.

For example, as former Chief Election Commissioner pointed out: “Even if there are 99 NOTA votes out of a total of 100, and candidate X gets just one vote, X is the winner, having obtained the only valid vote. The rest will be treated as invalid or no votes.”

4. THEN, WHAT IS THE USE OF NOTA?

NOTA gives people dissatisfied with contesting candidates an opportunity to express their disapproval. This, in turn, increases the chances of more people turning up to cast their votes, even if they do not support any candidate, and decreases the count of bogus votes.

Also, a bench headed by then Chief Justice of India, P Sathasivam said negative voting could bring about “a systemic change in polls and political parties will be forced to project clean candidates”.

5. ALL IN ALL, HOW DOES ONE CAST THEIR VOTE AS NOTA?

Simple. Electronic voting machines (EVM) have the ‘None Of The Above’ button at the bottom of the list of candidates.

Before the introduction of EVMs, when voting was done through ballot papers, voters had the choice to put the ballot paper without marking against any candidate thus rejecting all candidates. This vote was counted as NOTA. All contesting candidates for a constituency had the option of filing Form 49-O at a voting booth but this compromised the secrecy of the ballot.

The oft-stated argument against NOTA is that does not make any difference to electoral outcomes, and in a first-past-the-post system, it only benefits specific candidates at the expense of others.

It’s also a question of voter participation. What’s worse than frustration against political parties is disinterest and non-participation in the electoral process. In exercising the NOTA option, the voter is participating in the electoral process, and thus, democracy itself.

There are no rules framed under the Representation of Peoples Act to decide what happens if NOTA gets the majority of votes. If NOTA votes polled are higher than the leading candidate, the latter still prevails under current rules.

Abhay Kanvinde’s creative pursuits with his mobile

Live the moment”, many motivational speakers say, but Abhay Kanvinde says don’t just live the moment but capture and treasure them forever. Many of us commute on public transportation and wish that the minutes would fly by. Abhay makes the most of this typically boring experience with his creative pursuits. He spends plenty of time riding buses or autos to get to work and during these trips, he pulls out his Huawei phone and captures compelling moments in the everyday lives of strangers.

An interior designer by profession, Abhay Kanvinde started clicking photographs since 2014 with a basic model of Nexus mobile. He walked through the streets of Belagavi and started capturing pictures. He then moved to Pune and continued with his passion for clicking.

Today Abhay has redefined mobile photography as has a huge follower base on social media. There are many things to learn from his photographs and they are nothing less than notes for any photography classes and has inspired thousands to start using their mobiles in a creative way.

Abhay Kanvinde
Abhay Kanvinde

According to Abhay, mobile photography is very convenient, especially when you are capturing moments. It is handy, it doesn’t catch the eye of the subject, it doesn’t make the subject conscious and lets you click a natural casual moment with the ease of setting the angle and the frame.

Abhay says it’s not the camera but the vision that is important. If the subject and composition are good, the camera doesn’t matter. He learned photography all by himself by clicking more and more photos until he got the perfect click. He observed and studied photographs of professional photographers and followed pictures of Mangesh Bhayde from Mumbai whom he considers as his inspiration.

Abhay Kanvinde mobile photographyAbhay Kanvinde mobile photographyAbhay Kanvinde mobile photographyAbhay Kanvinde mobile photographyAbhay Kanvinde mobile photographyAbhay’s photographs are known as talking photos as he captures moments that speak by itself. Hence he has no caption or minimum description for his cellshots as he leaves it to the people to look at it from their own perception and imagination. His every click has some moment captured in them that will leave you mesmerized.

Abhay has participated in photography exhibitions and is also a part of the organizing team of Drishtikon, a very prestigious photography exhibition in Pune. He is a co-admin of the group Cellshots Belgaum which has around 25000 members who are posting their cellshots on a daily basis. Abhay is soon going to launch his photography book which will have loads of moments captured and a treat to all our eyes.

Belagavi is developing and changing very rapidly. Abhay urges Belgaumites to explore the streets of Belagavi and click more and more pictures of the heritage structures, food, landscapes, people, festivals, culture, etc and treasure them for you and generations to come.

Each booth in Belagavi will have 4 Ballot Units

The Belagavi Loksabha has 57 candidates, the highest number in Karnataka and hence each polling booth will have FOUR Ballot Units (or commonly called EVM).

The current set consists of a Ballot Unit, VSDU, Control Unit and a VVPAT unit each.
Each EVM can accommodate names of only 16 candidates (or 15 candidates plus NOTA) and as here we have 57+ NOTA to be accommodated 4 Ballot units will have to interconnect to the control unit and VVPAT unit.

The constituency has 2,064 polling stations and 8,256 EVMs are needed excluding additional EVMs needed for emergency use in case of technical issues.

EVM
The polling officers are been trained to handle 4 Ballot units at once and also this would require more space during the counting process.

The Maharashtra Ekikaran Samiti has fielded 48 independent candidates to get the nation’s attention to the Karnataka Maharashtra border dispute.

Belagavi will vote on April 23.

The Green Saviours team which conducted its first plantation drive on 10th April 2016, completes 3 years of dedicated service to mother nature. Over the past 158 Sundays, the team has been engaged in a series of activities ranging from tree plantation and maintenance to sapling making, roadside sapling harvesting, transplantation of trees and making Mini Forests. The team has planted over 16000 saplings with survival of over 75% across 63 sites including 6 Mini Forests.

Started with the objective of restoring the greenery in and around Belagavi, the team has evolved from avenue plantation to dense plantation using the Miyawaki Method. In this method the team plants and nurtures around 1000+ trees in a plot of 3500 sqft which creates a self-sustaining forest in a span of 2 years. They have received technical support from Mr. Shubhendu Sharma of Afforestt, Bengaluru.

The team with around 40 members has been ably assisted by volunteers from various educational institutions in the city. Green Saviours initiatives are funded by social organizations like the Rotary and Lions Club. Local industrialists who have contributed to their cause include Shanti Iron and Steel, Pragati Engineering and Enerzi Microwave Systems. CSR funding from EuroMonitor has also provided impetus to the cause. The saplings are provided by the Department of Forestry. Local educational institutions including Bharatesh Group of Institutions, KLE Society and IMER have provided logistical support in the form of buses for travel. Green Saviours have also set up a sapling nursery at Shivaji Colony where they nurture 7000+ saplings and they have also set up a maintenance team to take care of the planted trees.

Green Saviours have successfully completed the first phase of the Eco-Soldier initiative under which they educated students at KLS Public School regarding tree plantation and climate change. The students also made saplings which are being nurtured at the school to support the Green Saviours effort.

Having acquired the fundamental skills for afforestation, the Green Saviours now seek to take the plantation initiatives to the villages in the Western Ghats from the upcoming monsoon season.

Commemorating 3 years of dedicated work and togetherness, the Green Saviours extend an invitation to all Belgaumites to join the cause. For details contact: 96113 13919

200 years ago in 1818 Belgaum fort was captured by the British

It was the day of April 12, 1818 Brigadier General Munro captured the Belgaum fort and placed it under the Military Command of Madras. Some books refer to the date as even April 10. On 20th March 1818, Gen Munro surrounded the Belgaum Fort with the British Army troops who marched from Madras.

Much blood has been split on its strong rampart walls. Munro could not pierce these walls for 22 days from 20th March 1818 to 12th April 1818, and had to lay a siege to the Fort.

The Belgaum fort built in 13 century (Originally built by the Ratta dynasty, later fortified by Yakub Ali Khan of the Bijapur Sultanate) was well known for its unique building structure and its huge moat surrounding the fort, which made it inaccessible to the enemies. The Belgaum fort served as a bulwark against the attacks of invading armies. It steadfastly held fort as Belgaum played host to a multitude of dynasties, from the Rattas, the Vijayanagar emperors, Bijapur Sultans, Marathas and finally the British. During the freedom movement of India, Mahatma Gandhi was imprisoned here. The inside of the fort is stretched about 1000 yards long and 800 yards broad. The fort was well built as a Military store.

belagavi fort
With Herculean effort the British constructed breach batteries of heavy artillery and only after almost three weeks of constant bombardment, after which the fort was severely damaged, did its killedar surrender. The fall of Belgaum allowed Munro to resume his campaign. In 1818, Gen. Munro British Officer took over the fort & built houses inside the Fort for Residence of Army Officers.

One year after the battle of Kirhee, the English, under General Munro, marched against it. He encamped near Shahpur, on the morning of March 11th, 1818, with a comparatively insignificant force of native soldiers, and three troops of His Majesty’s twenty-second Light Dragoons, a force so weak that it tended to confirm the garrison, and the inhabitants of Belgaum and Shahpur (who had a high opinion of the strength of the fort), in the belief that it could not be taken.

The English were unable to obtain accurate intelligence as to the state of the ditch, which was the great defense of the place; otherwise the attack would not have been made from the points selected.

On the fifteenth, the fort was invested, but nothing particular occurred until the twentieth, when the force marched to the north of the fort, and encamped about two miles and a half from it. On the twenty-second, the first battery opened on the defences, and on the following day the pioneers broke ground, and began opening trenches. On the thirty-first, the magazine belonging to one of the batteries, in which there was a considerable amount of ammunition, blew up.

The garrison took immediate advantage of this misfortune, and making a sally, succeeded in passing over the battery, but was immediately repulsed. During the following days such steady progress was made by the English that on or about April 9th, the Kiledar (acting governor) sent out a flag of truce to propose terms, but General Munro did not accept them. Next day all the batteries kept up a heavy fire on the fort, and the breach, though not exactly practicable, began to have a more favorable appearance, in consequence of which the Kiledar found himself under the necessity of accepting the condition offered by General Munro, which was that he should give up possession of the gateway, the garrison being allowed to march out with their arms and private property. By the capture of the fort, General Munro obtained possession of thirty-six guns of large calibre, sixty smaller guns, and numerous wall pieces, besides stores of every sort.

Quoting from the Holy Bible the archbishop also urged not seek ‘an eye for an eye ‘ or ‘ tooth for a tooth’ and forgive those who offenders.
