Shift Office of Deputy Director of Tourism Department back to Belagavi– Abhay Patil

Belagavi is a big district in Karnataka and also one of the developing districts but for reasons, unknown many govt offices have been shifting one by one from Belagavi to other Districts which makes people feel stepmother attitude towards North Karnataka.

The Office of the Deputy Director of Tourism Department in Belagavi District has now shifted from Belagavi to Dakshina Kannada District. The decision was made by the Govt. in the name of tourism development as per its order.

 

Today MLA Abhay Patil met Minister C T Ravi and the minister and gave him a letter stating that the said office should be shifted back to Belagavi.

The said office was recently shifted from Belagavi to Mangulru to overlook the development of tourism there.

MLA Abhay Patil requested the minister to shift the office back to Belagavi and reassure the citizens of Belagavi and North Karnatka that the Govt is with them for development.

Railways to start partially in Karnataka – Belagavi to Bengaluru Train

Intra – State special trains started in Karnataka.

Bengaluru – Belagavi and Bengaluru – Mysore expresses, to begin with.

100% passengers have to book tickets online.

These trains will help the people who were stranded during lockdown.

Trains would run on a temporary basis from May 22 with the following time table

MoSR Shri Suresh Angadi speaking to the media made this announcement that train could commence from May 22. He also said this would help the stranded people during the lock down to come back home.

Three from Maharashtra with Quarantine stamp found at CBT: One symptomatic

Three people from neighboring Maharashtra made an illegal entry into Belagavi and a police constable on duty at the CBT found their hands stamped with Quarantine.

He immediately stopped the trio and called in the officials.

One among them was symptomatic with a fever of 103.

Constable Madiwalar’s presence of mind has helped to avert a major spread of the virus if he tests positive.

corona-virus covid19Havaldar SB Madiwala, who noticed the quarantine stamp on the trio at the Belagavi bus stand, immediately brought to the notice of the CPI Sangamesh Shivayogi of the market police station.

One is from Vita, Maharashtra, another one from Pune, and the third person from Maharashtra.

The person from Vita had a high fever and hence an ambulance was called and he was shifted to the hospital.

All the three were en-route to Badas village in Kahanpur Taluka.

On Thursday 9 positive cases were reported fro COVID-19 and all the cases are from already Institutional Quarantined people in various taluka places in the district.

Only one P-1562 is a secondary contact of P-721 of Hire Bagewadi rest all have an interstate travel history and all were Quarantined in their respective taluka places.

Currently we have 119 Positive cases. 

The state Bulletin will show this figure as 125 which includes 8 from Bagalkote district and the health dept has missed 2 cases last month hence the difference.

One tests positive who returned from Jharkhand

7 day institutional plus 7 days Home quarantine who return to Karnataka from 6 high-risk states

The government of Karnataka in a new set of the standard operating procedure (SOP) mentions returnees from six states, namely Maharashtra, Gujarat, Delhi, Tamil Nadu, Rajasthan and Madhya Pradesh which are high COVID-19 cases will be kept in institutional quarantine (IQ) for seven days and another seven days of Home Quarantine(HQ).

All people to arrive via train, air, road, boat are expected to 7 days IQ + 7 days HQ who come from these six states and 14 days Home Quarantine for all other state returnees.

Mandatory to register in sevasindu website- https://sevasindhu.karnataka.gov.in/Sevasindhu/English 

For air travel whoever the Sevasindhu helpline said no need to register on seva sindhu, nor you need the epass.

After they test negative for the disease in pool testing, they will be sent for home quarantine for another seven days after their initial 7 days of institutional quarantine is over.

However home quarantine is allowed for pregnant ladies, people above 80 years, patients with comorbidities and children below 10 years of age, along with one attendant after they test negative from High-risk states.

2. Home Quarantine for all other states returnees.

3. Exceptions to IQ :

A. 4 categories of Pregnant women, 80 yrs plus etc. along with one attendant.

B. Health professionals

C. Defense forces etc.

In special circumstances where someone like businessmen who have some urgent work, the quarantine period will be waived if they furnish a report from an ICMR-approved laboratory showing they tested negative for COVID-19, the SOP states.

In case they do not possess the same they will have to stay in institutional quarantine and can leave once their results test negative and the report should not be more than two days old from the date of travel.

All Karnataka returnees who entered from 4 May will be tested from 5-7 days from the time of their arrival.

If found COVID-19 negative, they will be sent to home quarantine and will have to follow due precautions, the SOP stated.

Saturday evening 7PM to Monday 7AM strict curfew: Sunday Lock down

As part of phase four of the lockdown the weekly Sunday curfew will begin on Saturday 7 PM onwards until 7 AM Monday.

Chief Minister B S Yediyurappa had announced ahead of the fourth phase of the lockdown that every Sunday there will be lockdown across the state as a measure to contain the spread of coronavirus.

All those who wander aimlessly from Saturday 7 Pm onwards would be dealt with an iron hand and would face legal action.

All shops would be closed except those for emergencies such as Medicines and essentials. Milk would be available in the morning. How ever a complete list of Essentials is not published hence all those who want to buy anything please do it today before 6 PM as most shops start to close y 6 PM.

police-stop-bike curfewPeople attending weddings and other ceremonies can travel. Those wanting to buy food products or medicines too can step out. But prior permission must be sought for the same from the police. However, like in lockdown 1.0, people found loitering unnecessarily will be punished.

The public should not come out unnecessarily. If people are roaming in vehicles, the police shall seize the rides, and owners will have to approach the court later to get them released.

Identified as P -1814, aged 27 Female Belagavi is a Returnee from Maharashtra.

With this case the total number of positives has risen to 121 in the district.

It is still unclear if the swab results of the primary and secondary contact of P974 from Sadashiv Nagar have been tested.

As of Friday evening results of 249 samples are awaited.

The swab samples of the 900 odd persons who have returned from various other states would also be checked from today or tomorrow who have completed their 14 days of quarantine.

Latest Quarantine norms for returnees to Karnataka who are coming from other States

Following norms and process has been mandated by the state government for surveillance of the incoming persons from other states (including those coming by domestic air flights).

Quarantine Norms:

Institutional quarantine of 7 days followed by home quarantine of 7 days for passengers coming from high prevalence states (Maharashtra, Gujarat, Tamil Nadu, Delhi, Rajasthan, Madhya Pradesh); 

Home quarantine of 14 days for passengers coming from other states;

No quarantine for business passengers bringing a negative test report obtained within 2 days prior to date of travel, from ICMR approved lab.

Full details of the quarantine norms are contained in the Annexure.

E-pass:

All incoming persons’ should obtain a pass from Seva Sindhu portal

(https://sevasindhu.karnataka.gov.in/Sevasindhu/English ) of the state government;

For facilitating the E-pass from Seva Sindhu portal, health check, and exit from the airport / railway station, following process has been put in place.

Step 1:

A designated officer of civil aviation / railways uploads the information about passengers (name, mobile number, PNR, flight / train number and flight / train origin date in excel sheet form) on the portal at least 2 hours before scheduled departure of the flight / train ;

Or,

Emails the information to Karnataka State Covid19 War Room (email: covid19warroom@karnataka.gov.in) for uploading in the system;

Step 2:

Passenger applies on Seva Sindhu portal giving mobile number, address in Karnataka and PNR before reaching the origin airport / railway station and shows the acknowledgement sms at the check in counter / to TTE; this facility at the portal will be operational from 12 noon on 24th May; Step 2 is independent of Step 1;

Step 3:

On validation with the uploaded information, application is auto-approved and the E-pass is communicated to the passenger’s mobile phone even before the arrival;

Step 4:

On arrival, the E-pass is verified and health check is carried out;

Step 5:

Passenger is put to quarantine as per the norms detailed in the Annexure.

Annexure

Quarantine Norms of Government of Karnataka Passengers (returnees) travelling by Air / Rail / Road:

Institutional quarantine for 7 days for the returnees from high prevalence states (Maharashtra, Gujarat, Tamil Nadu, Delhi, Rajasthan, Madhya Pradesh; list to be revised every Monday); charges to be borne by the passenger;

Home quarantine for such returnees for a period of another 7 days after their Covid test comes out negative (swab shall be taken between 5-7 day after their arrival) using Pool testing;

Home quarantine is allowed for following categories along with one attendant after their test result is negative (Swabs shall be taken immediately after arrival to institutional quarantine center)

i. Pregnant Women ii. Children below the age of 10 years and below

iii. Senior citizens the age of 80 years and above

iiii. Terminally ill patients (For example, Cancer, Chronic kidney disease and Stroke)

Home quarantine for 14 days for the returnees from other low prevalence states; Businessmen coming for urgent work (e.g., bidders coming to participate in an auction of perishable agricultural commodities, etc.) are permitted without the necessity of quarantine if they bring the negative test report, not be more than two days older from the date of travel, of Covid-19 from ICMR approved Laboratory.

In case business travelers don’t have such test report, they will have to undergo Covid-19 test and stay in paid institutional quarantine (hotels identified by State Government) till the test result comes out. After negative test result they will be allowed to finish their engagements & return back. In case their total stay is beyond 5 days they will have to go to Fever Clinic & get themselves examined to get an auto extension of another 5 days if found asymptomatic;

Home quarantine for 14 days for medical professionals, nurses, paramedical staffs, sanitation personnel ambulance staff;

Institutional quarantine for 14 days for members of Defence, Para-military, Railways, DRDO, ISRO, PSUs in a dedicated guest house or quarantine facility of the concerned organization;

Home quarantine for 14 days in rural areas for those staying in their farmhouses.

Flight operations resume at Belagavi airport

Star Air operated Bengaluru-Belagavi flight landed with eight passengers at 8.25 am while Belagavi-Ahmedabad took off with nine passengers at 9.05 am.
Hyderabad-Belagavi flight of SpiceJet will land at 5.25 pm and Belagavi-Hyderabad will take off at 5.55 pm.
Mumbai, Pune, Mysuru flights were canceled.

co-airportAfter several speculations and opposition on the resumption of domestic flight operations from Monday in Maharashtra due to the increasing number of novel coronavirus cases in the state, Maharashtra government on Sunday agreed to allow limited takeoffs and landings at Mumbai airport. It is unclear as to when the flights to Mumbai and Pune would be commenced.

Elaborate arrangements have been made at the Belagavi airport for the passengers.

No Passenger Vehicles are allowed near the Terminal Building.

All vehicles will be parked in the parking area.

10 year old returnee from Maharashtra tests positive

A ten-year-old boy who had returned from Maharashtra has tested positive. He was quarantined at Handignur.

With this new addition the active cases are 50.

Hey Smart City! Are you narrowing the roads?

Belagavi city was selected in the first phase of smart cities and an SPV was formed to execute the projects under Belagavi Smart City Limited(BSCL).

Most of the works were lagging pace, coordination and then in lockdown period, all came to standstill.

Now that work has recommenced, we found that on Congress road, the gutters been built, but while constructing the said gutters for easy work they have left space between the old gutter wall and the new concrete wall that they have built.

smart-road narrow road congress roadBy doing this they have shortened the width of the road by 8 inches to 20 inches.

They could have utilized one side of the current gutter and built a concrete-filled wall ahead of it which would have saved this space.

What they could say is, space has been left for utility cables to be put on the sides.

But eventually the width of the road has been narrowed.

For the utility cables, they could have made a small partition in the gutter but starting it from the wall of the old gutter, now in some places, the stones of the old gutter wall have collapsed, mud is falling and this will continue to happen as it would be only covered with mud again.

If these things are not taken care of then this will add to the sufferings of the residents.

A kind request to our Respected Public representatives to make these contractors responsible for such work.

10 patients discharged from Belagavi & 4 from Bagalkote

On Monday 14 patients were discharged from the Civil hospital after they tested negative for COVID-19.

This is the highest number of discharges in a day from the Hospital in Belagavi.

Out of the 14 discharges 4 patients we assume are from the group of 8 people from Bagalokote who were quarantined at Nippani and then shifted to a hospital here.

13 test positive who returned from Jharkhand

13 positive from Athani were not in Quarantine:few also met many Mahaprasad arranged

Today 13 new positive cases were reported from Athani taluka who had returned after their Jain pilgrimage at Sheekarji, Jharkhand.

A group of 40, highly influential people had returned from Jharkhand about 20 days ago after their pilgrimage. As per the norms they had to institutional quarantined but what sources reveal is that many were let out even before the reports arrived, and once their reports tested positive they were traced and brought to the designated COVID hospital.

The 13 positive patients are from Nandgaon, Savadi, Junjarwad and Bellanki villages of Athani taluka.

Sources a few even traveled and even one person had arranged a mahaprasad and also got a haircut done from a barber.

Now the health officials will have to trace their primary and secondary contacts whom they have met in the past days.

Quarantine dairies: No swab results even after 4-6 days

Around 900+ persons have come back to Belagavi in the past 20-25 days from various parts of the country and all of them have been Institutional quarantined in Belagavi and other taluka Places and even in self-paid hotels.

Around April end the ICMR COVID-19 testing lab was inaugurated with a notion that with the opening of the lab locally the swab results would be faster.

But now it seems the swab results are taking anything between 4-6 days to arrive.

Many in the Institutional quarantine have been speaking to the authorities but as the results have not come they cannot be released.

In many cases swab tests were taken 4-5 days ago but they haven’t received their results and hence have to continue their paid quarantine.

On Tuesday in a hotel, the inmates tried to go away as they said their money is over and they can’t pay any more, but their results had not come. The police somehow intervened and managed to convince the people.

Around 250-270 results are coming daily in the past couple of days.

We also got to know that all the labs are now over burdened for tests and hence the delay is increasing.

covid-lab-belagaviSources also said that there was a lack of understanding of the SOP and its implementation locally. As per the SOP swabs must have been taken on the 12th day but for many they were taken on the 14th and then they have to wait for 4-5 days for the results to arrive. This irked many as they thought they would be let home on the 15th day but they had to actually spend 18-20 days in quarantine.

Some People have already spent 14 days but their reports are awaited and hence they are not released. During 14 day SOP rule, pregnant women and others were exempted and were to be tested on arrival but here they were tested on 8th to 10th day.

Now according to the new SOP, it is 7 days and swabs to be taken on 5th to 7th day. They purposely they take on 7th day and reports take 3 to 4 days. Then again they affix 7 days home quarantine. They are deliberately not testing on the ground that ICMR capacity is less the quarantined people said.

A 2-year-old girl tested positive today out of the 4

A two-year-old infant tested positive for coronavirus in Belagavi who had returned from Kerala out of the four who tested positive.

Now she has been shifted to the isolation ward in the Civil COVID ward.

She is the youngest COVID-19 positive case in Belagavi district.

There were as many as 12 positives under the age 10, out of which 2 were aged 3, one each aged 6,7,9, three each aged 8 and 10.

Out of the 12 only 5 are active cases and the rest have already recovered.

The current tally for Belagavi stands at 147 including 8 from Bagalkote with 93 discharges and 52 active cases.
