University Grants Commission has granted autonomy to sixty Higher Educational Institutions which have maintained high academic standards. This was announced by the Minister of Human Resource Development, Shri Prakash Javadekar at a media briefing in New Delhi today. Shri Javadekar said that the Government is striving to introduce a liberalized regime in the education sector and emphasis is on linking autonomy with quality.
This list also includes KLE Academy of Higher Education and Research, Belagavi. The UGC placed them in the list of category II of institutions eligible for graded autonomy according to new regulations notified by the higher education regulator recently.
Giving further details, Shri Prakash Javadekar said that the sixty Higher Educational Institutions which have been granted autonomy includes 52 Universities i.e. 5 central universities, 21 state universities, 24 deemed universities, and 2 private universities. Shri Javadekar explained that these universities will remain within the ambit of UGC but will have the freedom to start new courses, off campus centers, skill development courses, research parks and any other new academic programs. They will also have the freedom to hire foreign faculty, enroll foreign students, give incentive based emoluments to the faculty, enter into academic collaborations and run open distance learning programmes.
Eight colleges have also been granted autonomy, the HRD Minister said. The eight autonomous collages will be free to set their own syllabus, hold examinations, carry out evaluation as well as declare results. In this case, only the degree will be awarded by the respective university.
The Minister also said that a show cause notice will be given to three deemed universities which are lacking in quality.

Picture this: A crowded Saturday market in Belagavi’s busy Ganpat Galli….anytime in March-April-May. Hang around the corner from the fag end of Ganpat Galli towards Kambli Khut and take a deep breath. An infusion of smells hits your nose that makes you crave for all that is available there. Walk further across Rajpurohit Dry Fruits. Look out for those subtle hints of smell.
Yes, you’re right there, amidst the haute cuisine of Belagavi. Women, men, children squatting on the roadside and offering the summer delights , so exclusive for this area. Indian Blackberry – Jambhul, Cranberries – Karvande- both raw green and ripe black, Jackfruit arils- gare, Dhamne ( Don’t know what it’s called, but it resembles red buttons shaped like the figure 8), Chare ( the Buchanania fruits whose seeds are the nutty Charoli or Chironji used in Srikhand), the invitingly beautiful Kairis – raw mangoes and gooseberries that stimulate your taste buds with mere mentions. Shahapur Market also offers fresh stuff from Yellur area.
Station area is where you can find most of the Cashew apples – those orange fruits that leave a strong taste in your mouth. And most of this stuff is sold in eco-friendly leaves, something we must be proud of. You just can’t imagine these berries being sold in malls, carefully packed in air-tight plastic bags that you pick up and bring home, only to eat it like some disinfected stuff. There is fun in holding a leaf cone in your hand, get drenched in the juices, some stains on your dress for effect and a coloured mouth for company.
Many would recall an old lady who’d carry a huge cane basket on her head and go about selling her ware saying something like “Kanbargi Kavlihanne….SSSSSS”. Do you miss that clarion call that woke you up on those boring summer noons? One can still spot the hand carts selling Jambhuls and Blackberries.
A lot of children would still rue the fact that they invariably appear in the noons , sounding a very sweet bell, when the elders are in deep slumber and kids can’t buy this stuff. So is it with the Baraf-ka-gola, that sinfully colourful grated ice with slurpy syrup poured over it.
What fun to watch the mouth turn a funny pink or red or yellow with its colour. Although branded ice creams have become the norm, there is fun in lying your hands on that butter paper clad white Femila ice cream sold on the push-cart that made a loud thud every time the seller closed its lid. One can spot that cycle riding salesman selling a tower of funky pink candy floss or Buddhi Ke Baal, and kids salivating at its sight. Even the memories of its melting in your mouth have the potential to bring a smile on your face. Whilst the Kheera – Valuk and the water melon still dominate the roads, it’s these humble cousins that rule our hearts, atleast for now.
Many of us have guests coming over for Summer Holidays and preferring these delights over the universal Pizza-Coke treats. They would never find all of these at one place anywhere else in the metros. If anyone wants some more reasons for not being able to lift the second leg from Belagavi, this is it!

The mercury soars and the looks of the sun border around the unkind as he goes about his business of heating up everything in the region to intolerable extents. Summer has arrived and its more than official. Adding a degree or two to the environmental effect is the fact that one election has just drawn to a close and another is fast approaching.
A different kind of heat will soon permeate the atmosphere with the lobbying, the slogans, the banners and a wide range of political games. It really is going to be a activity laden two months as we make our way through the calendar in anticipation of pleasant June showers.
A Limbu Soda cart in Belagavi
Belagavi, once reputed to be a pseudo-hill station is fast evolving into a city much like others that are characterized by the concrete jungle of human residences. The quantum of green has drastically dwindled, making way for the more convenient symbols of human development. Although the city continues to be (on most days) cooler than its almost equidistant peers Hubli and Kolhapur, its simply not what it used to be.
Come summer and there is a flurry of activity in the fruity and creative domain as vendors get to their job of making the most of the business opportunity. The scant number of fruit juice and ice cream vendors, suddenly gives way to a parade of gaily coloured vending carts that line up the streets at strategic locations.
Ironically, most of these thirst quenching materials become dearer in terms of price in the summer season with the prices of fruits commencing their upward journey.
The traditional Limbu-sharbat stall is a classic representative of whats almost an integral part of the summer relief culture in India. With a portable stall decked with a generous litter of the green and yellow lemon-lime collections, the chap makes his way across the street, advertising his wares with his own special announcements with promises of offering the perfect relief in times so sultry and energy sapping.
With 2-3 containers of water ( filled at best unknown origins) and a couple of crates with carbonated water most generally of the unbranded genre packed to seem like branded stuff, the thirst fighter braves the heat, dust and billows of smoke from vehicular emissions in an attempt to catch the eye of the parched throat. The glass ware that he carries is neatly stacked but largely unprotected from the excesses of the accumulating dust and the ever present flies. The structure as such has no formal barriers from things that would cause it to be unhygenic. The logic however is very simple. Nothing really survives in carbonated water and regardless of the state of the accumulations on the juicer, the glasses and the notorious pack of ice, the final product that he dishes out is often deemed safe for consumption.
Whether its really safe for consumption is often a tale of the individual resistance to disease. By an large, we are so used to the unhygenic stuff that it would take more than just a few thousand bacteria for us to even show symptoms of any disease.
It is often said that our culture is one of supreme tolerance and I guess we are good at it even when it comes to accomodating bacteria and viruses.
A similar tale can be sketched for the ice-cream vending vehicles and the fruit juice carts. The lesser we talk about the hygiene, the better, since, after all, cleanliness is just a matter of perception.
In some families, such liberal consumption of goods laced with potential health dangers is an issue thats largely taboo. However, it is often the best option available for those that cannot afford the plush variants of refreshing drinks that are available across town and often sold to individuals with “Cooling charges extra”. The maximum retail price is a maximum price that can be charged but we being a tolerant race as stated before, would gladly would choose to lose a few extra coins than opt for the lure and marketing skills of the “Limbu-sharbat” vendor on the street.
After all, what one drinks and where one drinks it can also be whats now regarded as a symbol of status and life-style.
Whichever way we opt to find our solution to the issue, the summer is here to stay and one can only guess that end of it, each one, the multinational or the local solution provider, would

In the general body meeting of the city corporation Belagavi, the councillors said in one tone that it is not possible for the cash strapped corporation to bear the 60 lakhs expenses per month of Indira Canteens.
The tax collections are meager and in such a situation spending on Indira canteens can hamper the regular developmental works. All said the idea of Indira canteens is good but the expenses should be met by the state govt it self and the burden should not be passed on to the local bodies.
Already the land for the same has been provided by the Corporation.
The Belagavi City corporation in its general body meeting passed a resolution even after it was opposed to the effect that Belagavi city is an Open Defecation Free (ODF) city. The Belagavi Cantonment was declared ODF on 02-08-2017.

A 60,000 sq feet, 30-35 feet deep dead lake was dug up by the Pyaas Foundation under the able monitoring of the Sulga Gram Panchayat members and was handed over to the Gram Panchayat on March 7, 2017. The lake on the foothills of the Rajhuns Gad was being dug up under various schemes of the govt but with very hard rock manual labor did not reap any results.
Today after a year there is ample water about 20-25 feet as on end of March 2018 and also the trees on the banks of the lake are more greener than last year, a clear message that ground water table has increased and rejuvenating this lake has helped the water table rise.
Sulga village is one of those identified as drought affected and the source of water is very scarce in the village. The villagers had approached Pyaas foundation after they had rejuvenated a similar lake in Prabhu Nagar in 2016.
Feb End 2017March end 2018 after a year
The work was commenced on February 9 and the villagers had knew no bound of happiness when springs emerged as the silt was being removed. Immediately experts in irrigation and water harvesting were called in to give their view and the further digging process was modified to suit the process.
The lake was completed in a record 15 days time which is spread over an area of about 1.5 acres and the depth is about 30-35 feet.
With the almost the end of March, and so much water in the lake it is an exalting site for us and there are no words to explain the felicity, said Madhav Prabhu, President of Pyaas Foundation.
Pyaas Foundation is a group of like-minded people who joined hands to rejuvenate lakes that had dried up due to drought. Their motto is to do the best they can before it’s too late to sail through another summer.

City based renowned architect Praveen Bavadekar’s ThirdSpace Architecture Studio has won the NDTV Design & architecture award 2017 for Architecture Award: Group Housing for the project Indira Dwellings, Kalmeshwar Society Behind Mango Meadows, Besides KLE Engineering College Udyambag, Belagavi.
Indira Dwellings is the most modern leaving spaces for female students in town. What makes it stand apart from the other facilities is, it’s Modern Design, Spacious Individual Leaving Space attached with independent Toilet, Bathroom, Pantry etc.
Speaking to AAB, Bavadekar said, The design for a small student housing project in the town of Belagavi explores the section as a device to layer a series of semi-private living spaces vertically. What seems like a straightforward division of space in the plan is actually a complex layering of self-contained living units to achieve maximum density yet maintain comfortable living standards for the occupants.
The site is a minuscule parcel of land barely measuring a 100 square meters on which the building was proposed. The number of students to be accommodated is more a result of the economics of scale and return on investment rather than a careful engagement with what such a site could traditionally accommodate. In all, the building of about 225 sq.m accommodates 29 students in a semi-private triple and double occupancy units.
In 2016 the studio had won a commendation for their work on the KLE Centenary museum at Belagavi.
With such a small site, the building would have to be stacked vertically, but the building had to be below the stipulated 15 meters above which stringent high rise building regulations for fire safety are required to be met. Thus the buildings envelop is fixed by the side margins and the height restriction. To make the rooms less claustrophobic and more interconnected, a strategy was evolved to develop the rooms in a section with a floor to floor height of only 2400mm. Semi-private spaces for the occupants are nestled around a small common area consisting of an entrance lobby, pantry, and toilet facilities, all of them strung together by an internal staircase.
There are two types of room configurations that sectionally dovetail into one another, like in a jigsaw. Considering that this is a cost-effective project on a small site, everything is pared down in this design. Every millimeter of space was debated upon. If the walls of the toilets were thought to consume too much space, they were replaced by 40 mm kadappa stone slabs, a detail that also eliminated the need for tile work in wet areas. Plastered surfaces are kept to a bare minimum, with even the brick walls being unplastered and just painted white so as to visually open up space and also allow for regular upkeep.
The individual spaces of the students are designed to have the bare minimum space with minimum furniture. The individual living spaces are interconnected visually as well as physically with the shared areas. The elevation is a sum total of small strategic decisions to sectionally displace the room units. The window fenestration’s just about hint at the sectional complexity within but also add to the monolithic nature of the facade. The staggered section creates a dynamic roof profile that dominates the skyline that is otherwise littered with small accretions that are emblematic of the suburban sprawl all around. The building is painted in a deep red to accentuate its dynamic roofline as well as its almost monolithic form. In the colorful cacophonous milieu that is mofussil India, it still dominates the neighborhood, yet displays an irreverent playfulness that is characteristic of student life anywhere.

Social media is a buzz with claim that banks will remain closed for five consecutive days from 29th March to 2nd April, 2018, however in reality the Banks will function normally on March 31 and some might even work for more hours on that day.
Some media posts, in fact, claim that banks will remain closed for five consecutive days from 29th March to 2nd April, 2018. But in reality banks will be shut for Mahavir Jayanti and Good Friday, which fall on 29th March and 30th March, respectively. Then 31st March (that is Saturday) is the fifth Saturday hence it will be working and then April 2 will be the annual closing hence again banks would be closed for customers.
While banks will remain closed on 29th March and 30th March, respectively, for Mahavir Jayanti and Good Friday holidays, some of them will work full time on Saturday. Some banks may also make some special arrangements for the convenience of their customers, like working for, say, two hours for customers. Thus, it may vary from bank to bank on the above holidays as well.
Banks will work on March 31 (Saturday) and there is no continuous holidays as per messages in the social media,” D Thomas Franco Rajendra Dev, General Secretary of the All India Bank Officers Confederation.
