No Parking on 21 roads in the city – hefty fine for violations

For the smooth flow of traffic, the Commissioner of Police Belagavi has made 21 roads as no parking for all kind of vehicles.
No parking fine Rs.1000 as per the revised notification. If the vehicle is Towed away, Towing charges extra.
No parking of any kind of vehicles on the following roads –
1) From Rani Channamma Circle to Krishnadevaraya Circle – Dr. BR Ambedkar Road (Civil Hospital Road)
2) Krishnadevaraya Circle (Kolhapur Circle) to KLE Hospital

3)Krishnadevaraya Circle (Kolhapur Circle) to Sangolli Rayanna Circle (RTO).

4) From Veer Rani Channamma Circle to Sangolli Raiyana Circle (RTO)

What happens when it rains

Rain!, It’s not a rhetorical question, maybe it is a romantic one, actually, I was wondering what really does happen when it rains. As a doctor maybe I would be the most unromantic because if you ask me when it rains it brings along a lot of patients, dengue, chikungunya, gastro and so many more. But leave this part alone and I am not very keen on hurting sentiments.

So what does rain really bring, let’s explore Bollywood, rains are supposed to bring romance, getting wet, dancing in the rains, smiling and laughing at someone splashing water at you, holding hands, a really splendid romance that’s what Bollywood produces? This would seem so magical but if I ask my wife (even when she was my girlfriend) to do that with me, she has a different raag malhar altogether, a bucket list of reasons, don’t want to get sick, the rain is too heavy, the mud is difficult to remove off the clothes, it’s not hygienic, it’s crazy, people stare and last but not the least grow up. I sometimes wonder if Bollywood heroines have an extra budget for washing clothes and a super immunity, anyway I miss Shridevi so much.

The rains actually may be romantic like in movies especially to the middle class, there are so many romantic scenes where our hard-working couples can feel so loved, there is a roof leaking, there are utensils for collecting water so the floor is not wet, it’s like mopping the pitch when the entire stadium is wet, plus there is this additional problem with clothes never drying, hence the scarcity of material to cover yourself and face the next day, rather the next gloomy exhilarating morning. Then there are the much more romantic HESCOM guys, they just take off the lights to make the ambiance more inviting all the time, cold water for bath, crushed clothes without ironing, no mixers to cook food, no water to wash, no work to do, this is the best mix for a romantic day, but somehow I don’t see why we can’t just hold hands and get wet and be happy with all this, I really miss Shridevi.

RainAnd then coming to the splashes, I don’t see anyone finding solace in that splash, I wonder why, there are so many moments where you can get splashed on, actually “moment bana sakte hai “, the rickshaw guys the trucks, the high on adrenaline bikes, the gentlemanly NWKRTC buses all of them make romantic overtures at you by splashing water at you and yet nobody takes them with love, where is the romance gone. Someday I wish I soak somebody with a splash and she would just smile back at me and say love you for that.

I always believed “daag acche hai “, and rains were the best season to get daag but I don’t know why neither my mom nor my wife shared this enthusiasm, we even had surf excel at our Home. This to me is really annoying, why can’t people just be happy with all the spots, it’s like a offseason holi. I see only the kids enjoy this, adults have somewhere down the lane lost their romance, sad, I really miss that tip tip barsa pani song, where is Ravina.

Rain
There is another set of people who have lost their mojo, our farmers, Bollywood always showed farmers waiting for the rains, the first drop of rain and the farmer and his wife would start traditional dances with the drums playing background music, adorable Radhas, and Bhuvans. But today, the day the rains started farmers are off the field and on the road demanding loan waiver well at least some of them, is it not time to ask for seeds and fertilizers, somehow loans are a priority I suppose. But I don’t blame them as the governing leadership has done nothing to cheer them up for threats together. But that’s not my concern I am missing the dance of the farmers, where have they gone, why is rain not bringing happiness to them, why are they so melancholy, I miss Nargis and Mala Sinha.

Rain

The roads are converted to Olympic size swimming pools, they gutters are overwhelmed and working despite their overinflated tenders and commissions actually the gutters have fallen in love with the road and started flowing on them. The nights are full of bites(from mosquitoes), the days are rocking with potholes, how can people not get the romance, why have we become so. There is so much joy around and we run away to overcrowded Amboli to eat overpriced wada paws, what’s happening to us. I still miss Shridevi.

Actually I believe the life cycle is much like a ride from Jamboti to Peeranwadi, if you want to see beautiful scenes again you need to reverse your gears, isn’t stopping use of plastics, simple households, kitchen gardens or even walking short distances a little what we did previously, something we can do put our lives in reverse gears, isn’t it and yet if I could reverse the clock I would still see Shridevi and not miss her so much.

Where is the Parking?

With the police issuing No Parking on 21 roads in the city – hefty fine for violations, everyone was bust thinking where is the parking?

The Commissioner of police has mentioned that parking is an offense and parking of any kind of vehicles are barred on the 21 roads listed.

Citizens were amazed at this decision and most of them were found asking then where do we park? Where are the alternate arrangements for parking?

Many say this is a myopic solution to a grave problem each city is facing and will it really help in the smooth flow of traffic.

Prateek Kabbur said -This literally covers entire Belagavi. Where to park vehicles?

Leena Topannavar Anand said – Let the commercial complex provide the facilities of parking. Before coming out with such foolish rules without logic, need to rethink what is the step taken by the local body to solve the parking problem. Tughlaq Mohmmad rules and regulations.

Where to park if it is restricted in all the main areas. Instead, take strict actions on all the commercial complex who are using parking space for commercial purpose.

Citizens need to come forward form a forum to fight such decisions which are taken only considering one side of the coin.

The towing vehicles are brought to make extra income in terms of fines. Sad state to see the way things are happening in Belagavi.

There are a lot of other important issues like, poor street lighting facilities, stray dogs attacking people, lack of roads to commute. So many accidents happen due to traffic mismanagement only because the cops are interested in penalizing the public instead of doing their duties. There is no one to question them.

Chetan Chougule mentioned – Congratulations to all. Now Belagavi is the first no parking city in the world !!

Santosh Halkarnimath said – Commissioner Sir this is not the way to manage traffic…Show me at least one parking board for 4W. Double roads can easily be used for parking if managed technically like straight line parking for cars. Big metro cities provide parking where roads have been widened. How come we are not able to do it? Vehicles have to be accommodated somewhere..Only by ” No Parking” funda this will not help but will only make things complicated.

Sundar Latkan said – Henceforth I will stop making any purchases in those shops doesn’t have parking space.

We have only the Corporation parking in Bapat Galli, Parking at Dharmveer Sambhaji Maharaj Circle.

Advocate Harshavardhan Patil had written to the Commissioner that immediately issue a Notice/ letter to the City Corporation, PWD & Smart City ltd as they all have failed to develop parking spaces in the city.

Why should a common man pay for the failure of these Government Babus?

All these local authorities should first identify parking zones and later if there is violation should be imposed with the fine. If there is no parking zone, where will the people park their vehicles?

It is mandatory for City corporation and PWD to provide parking space for the public. Unfortunately, Belagavi City Corporation has failed to provide parking areas in many commercial and public places.

The simple question where is the parking?

Looking into a Long-term Perspective ?

The budget 2019-20 is out and we have been receiving mixed reactions from various corners expressing subjective value judgements on the goodness or badness of this budget. The budget is an exercise of estimates of allocations of expenditures in view of the prioritiesed sectoral development programmes set by the government. It’s primarily a nominal exercise in terms of numbers where, at times, from a common man’s point of view, the absolute or percentage growth in allocated funds remains a point of inquiry. Or, for a common man, the more important point is the loud discussion about which goods or services have become less expensive and which have become costlier. The idea of ‘outcome- based approach’ to allocated funds on various heads of expenditure is a remote destination for analysis among common folks.

This year’s budget takes a ‘more cautious approach’ to overall sustainable growth programme along with fundamental economic reforms which are based on ‘structuralists’ approach which is more of ‘reformists’’ nature in terms of its impact and outcomes. This budget, therefore, needs to be analyzed in terms of its long-term perspective rather than in terms of its ‘short-term gains’. Having looked into this perspective, if we ask questions such as ‘is this budget pro-poor’? does it protect the interests of middle-income class’? ‘is the budget hitting hard the rich and super-rich classes’? The answer to such questions is either ‘not definite’ or ‘not so easy to answer instantaneously’. What has this budget done is it has now suggested ‘a macro-management framework’ which is fundamentally ‘revolutionary’ in nature but it strictly demands ‘deep- rooted’ economic reforms along with path-breaking changes in land and labour markets supported by a completely revised structure of the working of money and capital markets along with banking sector reforms.

Notwithstanding, all is not well. If one starts looking at the probable impact of the suggested estimates of expenditures on various existing and a few new programmes, one would realize that as there are ‘some good proposals’, there are definitely a few corners which the present budget has not looked at seriously. At the very outset, and straightforwardly, one would argue that there are three potential threats in the long-run if the proposed programmes with their present level of proposed expenditures are not implemented judiciously. One, it is quite likely that the government debt (internal and external too) might go up. Two, with proposed unproductive expenditures ( such as subsidies and defense and interest payment, implementation of 7th Pay Commission recommendations etc.) it would be more difficult to meet with the fiscal deficit ( the difference between government’s total income and expenditure) target of 3.3 percent of GDP (Gross Domestic Product). At present, the same is kept in control within 3.4 percent of GDP with plenty of statistical acrobatics. This again heavily depends on what would be GST and other tax and non-tax revenue collections in the coming future. The last one and a half-years’ experience on GST collections is not very satisfactory (barring a few months’ of an optimistic rise in GST revenue collections). Third, the present budget has some degree of potential to add fuel to the fire of inflation. Remember, we do not talk about the present level of inflation which is definitely in check (either ‘headline’ or ‘core’ inflation measured in terms of ‘consumer price index’). What are we referring here is the ‘expected rate of inflation’. India’s inflation is primarily food inflation (weights in the CPI are higher). The projection on this year’s monsoon is just satisfactory (95 %, the expected normal level is 85 to 87%). In addition to this, if government expenditure (unproductive) keeps on increasing and the proposed hike in tax on petrol and other fuels exert its influence on cost-push inflation, it would be difficult to keep prices in check. This will further aggravate the problem of fiscal consolidation. The fiscal estimate is low in relation to capital expenditure: it has been reduced to Rs 8.7 lakh crore in 2019-20 from Rs.9.2 lakh crore in the revised estimates for 2018-19. Also, an increase of Rs.3.3 lakh crore in the projected expenditure (productive) of the Centre in 2019-20 over the revised estimates of 2018-19 is insignificant when seen against the Rs.3.15 lakh crore increase in 2018-19 over the actuals of 2017-18. All this means a difficult path ahead so far as the objective of fiscal consolidation is concerned.

The budget is very optimistic in some micro details when we refer to a sectoral picture. For example, to improve the rural sector and mitigate rural distress, the focus on ‘Gaon, Garib, and Kisan’ is the correct step (its implementation is more important). In the agricultural sector, the plan to promote 10,000 FPOs (farmer producer organizations) is also a major step. The proposed plan to invest Rs 1 lakh crore over the next five years may have a substantial multiplier effect in the generation of demand and may also help private investment crowd in ( currently, private investment is crowded out in many sectors and sub-sectors). The budget is very positive for ‘aam investors’. For example, the budget suggested that promoters be asked to dilute at least 35 per cent of their shareholding, from the present 25 per cent. This suggestion may have an expansionary impact on the market which will open up lucrative investment opportunities for domestic institutions who have faced plenty of problems with retail flows in the last five years. The budget may give a boost to the affordable housing market segment. To stimulate demand in the residential market, the center has announced an additional deduction in income tax of Rs. 1.5 lakh for interest paid on housing loans for affordable housing properties (valued upto Rs 45 lakh). The past experience tells us that the impact of deduction in income tax through interest route did not have a very significant transmission effect. The auto sector has new doors open through incentives to EVs. To make EVs affordable to consumers, the government will provide an additional income-tax deduction of Rs. 1.5 lakh on the interest paid on loans taken for their purchase. This amounts to a benefit of around Rs.2.5 lakh over the loan period to the taxpayers who take loans to purchase electric vehicles. It is quite likely that private buyers who were earlier not considered for a subsidy through FAME-II, will now have a reason to seriously consider an EV with the tax exemption. Overall, the general tone of the auto sector is that it is disappointing that the FM has not recognized the distress in the auto sector and has not come out with any kind of support or stimulus. The budget has also announced some changes that would stimulate growth among start-ups. The main relief was on the front of Angel Tax. This move is especially important when the funding for early stage start-ups fell to $139 million in FY 19 compared to $166 million in FY18. The number of deals related to early-stage start-ups also dried up in FY 19. In this year’s budget, with a view to tackling the problem of growing unemployment, the government has announced 15 key takeaways for the MSME sector. The major announcement includes an allocation of Rs 50 crore for 2% interest subvention for all GST registered MSMEs on fresh or incremental loans and the launch of a dedicated payment platform for MSMEs. There are other positive announcements which might help MSMEs take care of its growth potential. Earlier ‘59-minute loan scheme’ for MSMEs did not result in substantial help to MSMEs. Now, the expectation is whatever new schemes announced should not follow the unsuccessful path of ‘59-minute loan scheme’. Although there are some specific announcements in the higher education sector, the total government expenditure on education for FY 2019-20 is estimated at Rs 94,854 crore. Out of this, only Rs 38,317 crore is allotted for the Department of Higher Education. This allocation is certainly on a lower side when compared with the gigantic task of implementing a new ‘National Education Policy’. A few more positives from the budget include programmes such as RBI’s drive to open banks’ liquidity tap for NBFCs and HBCs, an announcement to provide basics of pipe water and housing, CPSE and ETFs to be brought under 80 – C tax benefit, a decision to give digital payments a royal push, government’s proposal to inject Rs.70, 000 crore into public sector banks to bolster capital, a 100% FDI in insurance, measures proposed to pull NBFCs back to safety, corporate tax relief for small enterprises ( turnover less than Rs. 400 crore), an announcement to raise FDI caps in aviation and single brand retail sector, power and cooking gas for every family, a drive towards more of private funding etc. Nonetheless, there are sectors which are not paid adequate attention. For example, medicines and health care, farm income and related agricultural reforms which directly or indirectly help farm income go up.

To cut this long story short, the success of this budget in terms of actual realization of the outcomes of proposed programmes depends very much on overall fiscal consolidation, spectacular growth in private investment (especially, investment in infrastructure, growth in credit leading to adequate rise in demand and deep- rooted and long-awaited labour market and other economic reforms. Uncertainties through global slowdown and recessionary trend will also exert their impact on what India proposes as its plan of development through budget. No doubt, the budget gives you a static picture. The dynamics of its portrait depends very much on how effectively the government transforms the programmes into actual outcomes. This budget aims at having key ingredients for a self-sustaining virtuous cycle ( departing from the traditional Anglo-Saxon thinking) and it also intends to harness insights from ‘behavioural economics’ ( inspired by Nobel Laureate Robert Thaler) to create an aspirational agenda for social change( for example ‘Beti Bacho Beti Padhao’ will become ‘Beti Aapaki Dhan Lakshmi Aur Vijay Lakshmi). This transformation requires a ‘long-term perspective’ of analyzing a change. Let us wait and watch.

Let’s fight the dengue menace – Dr. Madhav Prabhu

Dengue is back in Belagavi again and with that is the claims of miracle cures and prevention strategies. Well, most of it is fake. Let’s first understand what dengue is.

Dengue is a viral infection caused by a virus belonging to flavivirus family, it is spread by the mosquito called Aedes Aegypti also called tiger mosquito because of the characteristic black and white stripes it bears.

The mosquito is unique add it can bite even in the morning hours. The breeding site for this mosquito is dirty and accumulated water in bins and waste. The mosquito is much smaller in size than other mosquitoes. So we need to understand that it is not merely the bite of the mosquito but the bite of the mosquito carrying the virus that spreads the disease.

Dengue is because of an increased response of the human body to the virus and it is because of a good immunity, so if anyone claims to boost your immunity to treat dengue they are doing exactly the opposite.

Dengue has three prominent manifestations,

  • One is dengue fever which is like any other viral infection and self terminates on its own without any severe manifestations within a few days.
  • The second manifestation is dengue hemorrhagic fever which is what most people know about, it is diagnosed when in the background of dengue infection the patient develops a drop in the platelets. Platelets are the cells which prevent bleeding and hence the patient who has low platelets will most likely bleed. Here we have to understand that platelet transfusion is required only when the platelet drops below twenty thousand according to WHO recommendation or in those patients who have bleeding manifestation like black stools or reddish spots on the skin. The doctor may advise transfusion if the rate of fall is very rapid.
    Now let us understand that the human body is so beautifully adopted that sometimes even with a platelet count of five thousand patients do not bleed if there are no injuries. So it is necessary to understand that mere low value of platelet should not scare a patient, avoid transfusion at the whims and fancies of doctors.
  • Third and most serious manifestation is dengue shock syndrome where there are tissue damage and leakage of plasma in the body which is very serious and can cause death, this is however very rare and I’d likely if the patient gets dengue for the second time.

There is no cure for dengue

The marketed pill Caripill or similar pills of Carica Papaya are manufactured by Pharma companies and are readily available in almost every medical shop in every city, so it’s not a big secret or rare commodity.

This pill or papaya juice may help increase platelets, but not cure disease in forty-eight hours as some social media posts claim. You have to understand that every viral disease has a definite course and the disease by itself gets cured without medicine in a few days except for a few viral diseases like HIV.

Remember common cold, flu, sometimes gastro in children, well most of them are viral and require only symptomatic treatment as there is no medicine, so also with dengue.

Many alternative systems claim cures but most of them have no recorded proof and are almost never effective. Remember last year the health authorities caught people giving water as dengue drops.

We need to understand that in 90% of the cases dengue is beginning stage and will not harm you provided you maintain proper hydration.

The part that the best treatment is prevention has somehow been lost in the chorus of fake remedies and the real prevention lies in the cleanliness of our surroundings, the mosquito does not breed, the disease does not spread.

When it comes to vaccination, there are several trials on vaccines being done by WHO in collaboration with other agencies in India and South East Asia, a few of them have been promising and will soon be available in the market, till then there is no effective vaccine, well at least there is no proof documented.

You have to understand that medicines are approved by food and drug authority after medicines and vaccines undergo testing under government supervision and only then after requisite trails the drug is marketed in the country once the safety is established.

Now there are also other diseases which may present just like dengue with a fall in platelets, like the new zika virus cases in Bengaluru. So every time platelet drop it need not be dengue.

The best way to prevent dengue is to keep your surroundings clean, don’t be scared of dengue, it does not harm most. Treatment is only supportive and there is no cure.

Don’t fall to false rumors of miracle cute tablets and use mosquito repellents even in the mornings. The responsibly of the health authorities also need focus and real prevention lies there because if the municipal authorities can keep the city clean, dengue can be eradicated.

Understand dengue, don’t panic and don’t believe or spread rumors.

Steady flow of water fills half of Rakaskop

With some good rains in the catchment areas of Rakaskop, the water level in the reservoir has risen by 16 feet, that’s half its capacity.

On Monday, the water level stood at 2460.60 feet which is just 2 feet less when compared to last year.

2477 feet is the highest level of water that can be stored in Rakaskop.

In 2018 the reservoir was full on July 29 and if the rains continue as they are we could achieve a similar date this year as well.

DC reviews arrangements for Army’s Women recruitment rally

The Indian Army for the first time is hosting a recruitment rally for female candidates for recruitment of 100 Soldier General Duty (Women Military Police) in the Indian Army.

Recruitment rallies are planned to be conducted at Ambala, Lucknow, Jabalpur, Belagavi and Shillong from July 22 to 27.

As many as 4000 women are expected to take part in ion the recruitment rally. Speaking on the occasion Deputy Commissioner Dr. S B Bommanhalli said that for the first time a women’s recruitment rally is been held in Belagavi at the Shivaji Ground in Maratha Light Infantry regimental center.

Staff from Revenue and education would be deputed for the smooth conduct of the rally, he added.

Helpline centers would be set up at Central bus terminus and Railway stations which will guide the candidates.
DC has directed officials to provide proper transportation, water, medical facilities.

Col Dayal said Candidates from Kerala, Tamil Nadu, Karnataka, Andhra and Mahashtra can take part here in Belagavi.

Belagavi Dist selected for Jal Shakti Abhiyan – Girish Hosur appointed nodal officer

Girish Hosur, Joint Secretary, Ministry of Human Resource Development, Department of Higher Education, New Delhi has been appointed as Central Nodal Officer (CNO) for Belagavi district for the central government initiated Jal Shakti Abhiyan (JSA) scheme which kick-started from July 1. Belagavi district has three water stressed blocks which include Athani, Ramdurg and Saundatti.

Inspired by the Prime Minister’s impetus on Jal Sanchay, the Jal Shakti Abhiyan (JSA) is a time-bound, mission-mode water conservation campaign. The JSA will run in two Phases: Phase 1 from 1st July to 15th September 2019 for all States and Union Territories; and Phase 2 from 1st October to 30th November 2019 for States and UTs receiving the retreating monsoon (Andhra Pradesh, Karnataka, Puducherry and Tamil Nadu). During the campaign, officers, groundwater experts and scientists from the Government of India will work together with state and district officials in India’s most water-stressed districts for water conservation and water resource management by focusing on the accelerated implementation of five target intervention. The JSA aims at making water conservation a Jan Andolan through asset creation and extensive communication.

The train will run on Friday and Saturday only

Belagavi Half Marathon is an Ambitious Annual Running event started in the year 2018.

More than 1000’s of MLIRC jawans started preparing for bedding, planting & watering for 1200 plus plantation drive at the Argan Talav in a span of few hours along with The Forest Department & Ex-Servicemen Association.

The Monsoon Blues

Have you ever walked barefoot on the sea shore…holding a fistful of sand…unmindful of the happenings around and lost in thoughts…only to find that the sand has dropped?

That’s the way it rains in Belagavi.

The clouds seriously start gathering around May when amazing designs form on the Belagavi skies. The pre-monsoon showers lash the city ferociously, accompanied by the percussions of the thunder and the special effects of the lightening. The trees that looked like kids soaked in mud while at play, suddenly have a shower after months and come out smelling heavenly. The drains get choked and the rooftops cleaned.

Then suddenly one June morning, the whole city is engulfed in a canopy of dark grey clouds and the skies begin their yearly chores. The Belagavi monsoon is serious business. There’s no fun and gamely hide-n-seek, at least in the first few days. It’s as if the Rain Gods have assigned serious tasks to the clouds and they must finish the same to avoid being expelled. The team assigned to Belagavi is like Maths students, complete concentration on the task at hand! The rains in Pune are jovial and vibrant, Mumbai and Goa have their own jolly rains that playfully drench the city and then run in merriment. Delhi rains are arrogant and have an air about themselves…they will come and go whenever they feel like. But Belgaum rains…the drops must be equal size, the pace is slow and steady…boring at times and the skies rarely open up to offer a glimpse of the sun.

I managed to see the moon yesterday and felt it looked like a disc of grated Gouda cheese! But it soon disappeared. Back in the eighties, when the Belagavi Over-bridge had no proper drainage system for the rainwater, the first flush filled the low lying area behind today’s Fire Dept. Office and the water gushed across the road towards Mangal Metal Works. It used to be a sight. My dad n I was once trapped in the sudden burst of water and his bike started drifting in the force of water with me clutching the handle and he walking with full strength holding the bike. I cried aloud and he kept reassuring me but when he brought me safely to Goaves, I thought he was a He-Man!

We would check the increasing expanse of the pond below the bridge to gauge the rain; that area is now a huge residential complex built by the KHB. Shastri Nagar and Vivekanand colony- Maratha colony would invariably be cut-off from the city due to heavy flooding.

Rains in Belagavi almost always fill the low lying areas, especially in front of Globe cinema, Dharwad Road, Mahatma Phule Road and some parts of the inner by-lanes. The latter two are now a classic example of a slush-pit. Vehicles without proper mud-guards spray the slush on to the other tailing vehicles. The trees that once offered solace for those who’d forget their raincoats are no more around. The narrow lanes in the innards of the city to offer no shelter to the pedestrian caught off guard in the sudden pour. The civic bodies make little or no efforts to make matters easy. The bus stops have no proper shelter and the school kids run helter-skelter.

maratha-waterSome Mrs. Manohar is planning to make a film on Belagavi monsoon! Cool! Maybe because it doesn’t rain here like water out of a shower, rather it drizzles more than it rains, and that makes it all the more attractive.

But the same Belagavi rain brings about a veil of romanticism…the steaming chai, crisp bhajis available at many street corners, corn on the cob at Bogarves, thin streaks of fumes emanating from the roasted groundnuts with a dash of salt on the thela …The city turns green overnight and the cattle merrily graze on the outskirts. The Argan Talav (near Hindalga Ganapati) sports tiny lotuses blooming (now not visible after the wall being built by Army) and wells in Shahapur literally swell up. The first showers drop the mercury to lower levels. The drizzle inspires poets and house-wives gear up to dish out spicy stuff to beat the monsoon-blues.

That’s the fun of Belagavi Monsoon! Love, cringe or get irritated, but you can never hate it!

Smart City with No Traffic Lights

Belagavi was declared to be a part of the “100 Smart Cities Mission”. The astounding US $14 billion dollars have been allocated for this initiative, a project which will secure us a position among the developed nations.

But what have we achieved here in Belagavi over the past four years? Big changes start with little steps, but what if we never evolve from those little steps?

A city with a population bordering 5 lakhs faces critical traffic problems due to the absence of traffic signals in the busiest corners.

The RPD Cross in Tilakwadi is four-way crossroad linking Bhagyanagar, College Road and commercial stores like Reliance Trends, LensKart, Bata, Airtel, and many others. The absence of traffic lights results in a constant pandemonium of heavy loaded trucks, four wheelers, motorcycles, and pedestrians.

The two or three active traffic police personnel on site are sloppy and are usually busy with catching the riders without helmets. With an almost washed out zebra-crossing, the pedestrians must dodge past zooming vehicles. Senior citizens are often hit by ongoing bikers who lack respect and humanity.

But an unforeseen greater threat is of air pollution and noise. The constant blazing of horns and smoke emitted from vehicles stuck in the traffic pose a grave threat to the environment. The walkers-by inhale this very smoke. There are no trees alongside the road from Goaves Circle to third gate whatsoever. Are we so lost in the bigger picture that we have overlooked the effects?

The traffic police must increase manpower and not just look to profit out of lawbreakers. They must press upon authorities to install basic traffic lights at busy crossroads and be polite to people.

At the same time, the citizens of Belagavi are equally to blame as they lack an utter sense of traffic.

Everyone must respect each other’s rights on the road. Driving slowly at crossroads, giving way to pedestrians, avoiding honking altogether and following the traffic police orders are some of the minor steps that we can take to make an immediate impact. It is finally us who can make an actual change.

Caught using plastic bag? Be ready to pay fine from August

From August if you choose to step out with a plastic bag in your hands, chances are you could be facing a Rs 500 fine.

The City Corporation which has already banned the use of plastic carry bags was readying to become stricter about enforcing the ban.

According to the article in the Sakal, If anyone is found to be using a plastic carry bag he could be fined Rs. 50 to 500.
Initially, the plastic carry bag would be confiscated and a cloth bag would be given and awareness would be created but after a fortnight in August, users of plastic carry bags would be fined Rs. 50 to 500.

Health inspectors will be entrusted this job.
There is a 100% plastic ban in the city and periodic raids are conducted on shops who use plastic carry bags and fine is imposed.

Now the Corporation plans to go a step ahead with this from August.

Marking for Belagavi Ring Road Soon

Sources have confirmed that the personnel from NHAI will arrive in Belagavi today and would commence the marking for the Belagavi ring road soon.

Already the NHAI has issued notification for 675 hectares to be acquired which includes Fertile land where farmers are taking multiple crops.

Notices have been issued to get objections for the same in Yellur and Kanbargi and hearing on the same would commence from Friday. Around 30 objections have been received from Yellur but no one has objected from Kanbargi, sources said.

After the actual marking is done on the ground it would be clear as to who will be loosing how much of land. Already the farmers have opposed this and had denied permission for the survey earlier.
Now it is believed that the marking would be done under huge police presence.

ring-road-belagaviThe NHAI has issued a notification for the acquisition of land for the construction of the 4/6 lane (A) Belagavi Bypass (Western) tentatively from Km 9.500 (NH 4A) to Km 515.000 (NH 4) (22 Km) and (B) Belagavi Bypass (Eastern) from Km 515.000 (NH 4) to Km 492.000 (NH 4) (New NH 48) (33 Km) in the state of Karnataka.

The land in the following villages is planned to be acquired:

Bhutaramanahatti, Ramdurg, Halabhavi, Heggere, Bambarge, Handiganur, Mahalenahatti, Chalvenahatti, Kedanur, Mannikeri, Agasage, Kadoli, Jafarwadi, Devagiri, Alatage, Goundawad (Part), Honaga, Bendi, Sonatti, Dharanatti, Kenchanatti, Hudali, Otamadu,(Kabalapur), Kabalapur (Bharmyanatti), Karvinkumpi, Kalakhamb, Muchandi, Aste, Chandgad, Bekkinakeri, Attiwad, Maranhol, Gojage, Mannur, Ambewadi, Sulge (Uchagaon), Kallehol, Uchagaon, Basurte, Turamari, Bachi, Kudremani, Belgundi, Bokanur, Savagaon, Mandoli, Bijagarni, Kavlewadi, Rakaskop, Kiniye,Karle,Navage,Janewadi, Kuttalawadi,Santibastawad,Bahadarwadi,Ranakunde,Waghawade,Desur,Sulge (Yellur),Rajahansagad,Nandihalli,Nagenahatti,Zad -Shahapur,Dhamane S.
