Seamen from Belagavi part of Angriya’s team for overseas Indians evacuation

Angriya, the first Indian domestic cruise ship with 80 crew currently berthed at Mumbai port, will not be signing off the 8 Belagavi crew members for now. In a press release, its management has said that it is instead responding to the Government of India’s call to assist in the evacuation of Indians stuck overseas.

Managing director of Angriya Sea Eagle Ltd Captain Nitin Dhond said that it is a matter of great pride that Angriya has been chosen for this operation for evacuation of fellow Indians stuck overseas. He said he is gratified that the entire team has chosen to stay back on board and assist in this operation, in the true spirit of seamanship. This he said reflects the core values of being a true seafarer in the right traditions of Indian maritime history.

We have to deliver to the nation in this time of crisis, and the 8 crew from Belagavi are an integral and important part of our team,” said Capt Nitin Dhond, who himself is a resident of Belgaum “Repatriating them or bringing them back to Belgaum is not a priority for now. These are unprecedented times and the team members have proudly chosen to stay back and be ready to sail for this mission.” he added.

These team members from Belgaum include marine and hospitality crew and will play a significant role in the success of this mission he added.

“The process of sign off by Belagavi crew and subsequent return to Belagavi will now be completed after the overseas evacuation operations are finished,” said executive vice-chairman of Angriya Sea Eagle Ltd, Leena Kamat Prabhu, in the press release issued on Tuesday.

Teams on Angriya are now preparing for ‘sail on command’, while a second team is on standby on land and is also coordinating logistics and operational preparedness for the voyages, Prabhu said.

Angriya will assist in evacuations along the Indian coast, Arabian sea and Gulf countries. “It could be anybody — workers, stranded fishermen, seafarers. It could also be anyone stuck in ports of locations away from India,” Dhond said.

Angriya is poised to increase its capacity from 400 passengers to 1,000 for this evacuation. “All those being evacuated will be tested for Covid-19 before they board,” said Dhond. “There will be proper social distancing on the vessel, and the crew will use protective equipment. All precautions will be taken to protect the crew.”

The crew will also have to render logistical support — carrying food, medical equipment, paramedics and security — which the office is working on, Capt Dhond said. “We’ve been told to be ready. A second team of crew and support staff is also on stand by and could be called immediately too in case of need.

Those revealing identity of COVID-19 patients to face action – DC

Since Wednesday evening there was an image and a PDF file with a list of names which contained the names of COVID-19 positive patients with their mobile numbers.

It had gone viral on Whatsapp and social media and in this era of breaking the new first each one wanted to drop in their penny.

Deputy Commissioner Dr. S B Bommanhalli has taken a serious note of this lapse and has instituted an inquiry to ascertain as to how the names were made public.

Police have been asked to monitor social media posts and take appropriate action in such matters.

If the identity of a patient is revealed, the person and his family could face social hardships and hence only P number is mentioned in the health bulletin.

Those who reveal the identity of patients testing positive for coronavirus on can face penal action under various acts.

78.2 % cases in Belagavi district are from two Zones alone

Out of the 69 positive cases in Belagavi district as on date, 53 cases of the 69 are from only two zones Hire Bagewadi and Kudachi Raibag.

Thats a whopping 78.2% of the total cases are from there two places alone.

Hire Bagewadi has 35 cases while Kudachi has reported 19 COVID-19 positive cases.

Cases by location:
1 each is from Azam Nagar, Aman Nagar, Azad Galli, 4 Camp – Belagavi City, Yellur, 5 -Sankeshwar, Peeranwadi, 35 from Hire Bagewadi, 19 from Kudachi Raibag.

There are 4 children below the age of 10 who are also affected.

6021 Persons under observation 2910 negative results of 1715 awaited

As of April 30: 6021 Persons(Yesterday 5370 ) are under observation for COVID-19 in Belagavi district.

Out of the 4719 (yesterday 4068 ) samples tested 2910 are negative and reports of 1715 (Yesterday 2672) are awaited with 69 persons testing positive, out of which one woman passed away and 10 have been discharged.

58 persons have been isolated in the hospital.

1 each is from Azam Nagar, Aman Nagar, Azad Galli, Yellur, 5 -Sankeshwar, Peeranwadi, 4 from Camp, 35 from Hire Bagewadi, 19 from Kudachi Raibag.

3 new positive from Kudachi Raibag total now rises to 72

With this the total has risen to 72.

Yesterday 14 new cases had come forward 11 from Hire Bagewadi and 3 from Sankeshwar.

All the three have been isolated at the hospital in Belagavi.

As of May 1: 6420 Persons(Yesterday 6021 ) are under observation for COVID-19 in Belagavi district.

Out of the 5118 (yesterday 4719) samples tested 3367 are negative and reports of 1654 (Yesterday 1715) are awaited with 72 persons testing positive, out of which one woman passed away and 10 have been discharged.

58 persons have been isolated in the hospital.

150 students who returned from Kota quarantined in Belagavi

Around 150 students from Karnataka who were studying in Kota Rajasthan were brought to Belagavi on Friday and now have been quarantined in various lodges in the city.

4 buses got these students traveling for over two days and reached Belagavi on Friday.

They were initially screened at the civil hospital and then quarantined in the various lodges in the city.

Students from Belagavi, Shivamogga, Bidar and other districts had been to Rajasthan to prepare for engineering and medical courses entrance examinations. Kota is a hub of coaching institutes and students from all corners of the country come there to study.

All of them were stranded once the lock down was announced. Karnataka had permitted these students to be brought back here.

However, the bulletin always used to mention as Hire Bagewadi but this time has mentioned it as Belagavi. He should also be from Hire Bagewadi only, which could be a typo. 

We will try and get this clarified.

Shettar says all business to open in 9 Talukas from May 4

District in charge minister Jagdish Shettar says 9 Talukas of Belagavi which no Positives would be open from May 4 as per the guidelines.

ಬೆಳಗಾವಿ ಜಿಲ್ಲೆಯ ಒಂಬತ್ತು ತಾಲ್ಲೂಕಿನಲ್ಲಿ ಕೋವಿಡ್ ಪ್ರಕರಣ ಇಲ್ಲ. ಆದ್ದರಿಂದ ಮೇ 4 ರಿಂದ ಎಲ್ಲ ಚಟುವಟಿಕೆಗಳನ್ನು ಆರಂಭಿಸಲಾಗುವುದು ಎಂದು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವರಾದ ಜಗದೀಶ್ ಶೆಟ್ಟರ್ ತಿಳಿಸಿದರು.

All industries can operate from May 4 except the ones in Containment zones

The industries can start operations by giving a self-declaration to the Joint Director of DIC. No passes are required for the employees however it would be better the organization issues one to its employees.

All industries can start except the ones in the Containment zones.

The government is ready to provide all necessary assistance to start-up industries.

industA special package announcement has already been submitted. Prime ministers can shout about this.

Industry allowed in all the zones including red zones except the containment zones.
The workers can go around freely except the containment zones and only the rider will be allowed on the bike, no pillion, said MoS Suresh Angadi.

A meet was held by District incharge minister Jagdish Shettar along with others at Foundry cluster.

Non Essentials activities can run from 7 AM to 7 PM from Monday– DC

The Deputy Commissioner Dr. S B Bommanhalli has issued an order which states –Belagavi district falls under the ORANGE Zone. So all activities permitted by the Central order for the ORANGE zone are permitted here as well. 

All non-essential activities (Shops/offices) will continue to remain strictly prohibited between 7 pm and 7 am in all areas.

Shops- Non-Essentials can function from 7 AM to 7 PM only. (Means al the shops)

The lock down has been extended upto 17-05-2020 and Not more than 5 persons should gather at any point of time, otherwise, violators would be charged under various acts.

No activities will be allowed in the Containment zones.
Schools, colleges, coaching/training centres, cinema halls, gyms, malls, and places of worship Will be Closed.

Some points each one must follow when they open the shops –

Social Distancing to be Followed in all shops and if feasible use infrared thermometers and always make use of sanitizers for both employees and customers.
Four wheelers, including taxis, with one driver and two passengers, will be allowed.

Buses will not be allowed.

Liquor stores will be allowed to open 9 AM to 7PM

E-commerce will be allowed for both essential and non-essential items.

The inter-district movement of individuals and vehicles is allowed only for permitted activities.

Movement of individuals/vehicles for permitted activities (Two persons besides the driver for four-wheelers and no pillion riding for two-wheelers).

All economic activities that have been permitted in red zones will also be allowed to resume in orange zones

SEZs, EOUs, and manufacturing units of essential goods, IT hardware, jute and packaging material can function.

In orange zones, only in-situ construction will be allowed in urban areas apart from construction of renewable energy projects.

All government offices will be allowed to function as per the norms defined for red zones.

 

Hospitals (OPDs) and medical clinics have been allowed to operate, irrespective of zones, with the exception of containment zones.

Special economic zones, export-oriented units, industrial estates/townships with access control in urban areas that fall into red zones have been permitted to resume operations. Manufacturing units producing essential goods (medical devices, pharmaceuticals) are also allowed to function in red zones.

Construction activities in rural areas that fall in red zones, has been permitted only to in-situ construction where the workers are available on site. The construction of renewable energy projects is also allowed.

All industrial and construction activities in rural areas that fall in red zones have been allowed. These include MNREGA works, food-processing units and brick kilns.

In Red zones, all agriculture and animal husbandry (including inland and marine fisheries) activities, inclusive of their supply chain, will be able to function.

All health services, including AYUSH, have been permitted to operate in red zones.

Banks, NBFCs, insurance and capital market activities along with credit co-operative societies will function in red zones.

In red zones, homes for children, senior citizens and widows (including Anganwadis) have been allowed to function.

Apart from courier/postal services, public utility offices (including internet) will remain open in red zones.

The MHA order further clarifies that print and electronic media, IT and IT-enabled services, data and call centres, cold storage and warehousing services, private security and facility management services, and services provided by self-employed persons, except for barbers are permitted in red zones.

One-time, one-day inter-district passes in Karnataka

The Karnataka State government has decided to allow one-day, one-time inter-district passes to facilitate people stranded in other cities to return home or for work. This will ensure the availability of employees/workers in industries for carrying out manufacturing/production activities.

This will be a one-time movement and the government would arrange buses for those in need but they should bear the expenses.

In tune with the Centre’s guidelines, the State government instructed all DCs to grant permission to allow business and industrial activities in their districts, outside of the containment zones.

The Union Ministry of Home Affairs on Wednesday issued orders allowing migrant workers, tourists, students, and other people stranded in different parts of the country to move to their respective destinations with certain conditions, giving a big relief to the distressed people.

Those arriving using the one-time passes would be screened with a thermal scanner. In case the person has a temperature above 37.5°C or is found to be suffering from cold, cough and breathlessness, he/she will be taken to a COVID-19 care center for isolation and further medical examination

Due to lockdown, migrant workers, pilgrims, tourists, students and other persons are stranded at different places. Therefore, in the exercise of the powers. conferred under the Disaster Management Act, 2005, the undersigned, in his capacity of Chairman. State Executive Committee, hereby order to permit movement of migrant workers, pilgrims, tourists, students and other persons who are stranded and also those people who want to go to their residence as a one-time measure from district to district with one-time one-day one-way passes issued by concerned Deputy Commissioners of the districts / Deputy Commissioner of Police in Commissioners for strict implementation.

It is reiterated that this would be a one-time one-day one-way pass for the individuals to reach their final destination.

Citizens of Belagavi city and Belagavi Taluka – DCP Belagavi

Similarly, those residing in the remaining taluk have to submit their applications to the respective local authority of the municipality, municipality, town panchayat and other urban local bodies.

Those who are in the taluk jurisdiction should submit their applications to the respective Tahsildars office.

Inter-State Pass

If the workers, students, and tourists of any other state are in Belagavi district and want to move to other states, the Karnataka Government’s Website https://sevasindhu.karnataka.gov.in/Sevasindhu/English

They will have to fill their details above the link.

Dr. SB Bommanahalli said their names and details could be registered through the website.

The travel will be approved by the government after the applications of workers, students and tourists are reviewed, he said.

Only a few category of shops will be allowed to open tomorrow

The Deputy Commissioner in the afternoon had confirmed that Belagavi district falls under the Orange zone as per the Home departments order.

Belagavi city has Sangameshwar Nagar, Azad Galli, Camp and Aman Nagar are containment zones so this covers most of the part of the city according to the police.

A major brainstorming meeting was held this evening on this and if all categories of shops are allowed they feared that it would create a huge chaos in the city.

The sources have confirmed that the lockdown will be relaxed in a phased manner keeping the safety aspects of every citizen.

Only the below-listed categories (business establishments) will be allowed to open from tomorrow, 4th May 2020.

1. All Essential commodities shops in the neighbourhood (colony) and shops in the residential complexes. (Shops in the market area are not permitted. Market area here refers to a Market area like Khade Bazar, Ramdev Galli, Shahpur etc etc  )

2. Shops related to constructions activities.

3. Automobile showrooms with limited staff.

4. Restaurants for only door deliveries and no dine-in.

Rest all the business establishments will be allowed to open in a phased manner and we are having a meeting to discuss the subject matter tomorrow. As and when the permission is granted, intimation would be sent to all the concerned, replied the Belgaum Chamber of Commerce and Industries.

11 persons discharged today

As many as 11 persons were discharged from the BIMS hospital as they tested negative for COVID-19.

4 persons from Camp, 4 Kudachi Raibag and one each from Sankeshwar, Yellur and Hire Bagewadi were discharged.

With this, the total number of discharges has risen to 26.

On May 5 as well there were no positive cases for COVID-19 and 8 persons were discharged from the hospital.

Deputy Commissioner Dr.SB Bommanahalli warned that stern action would be taken against the Clinics and hospitals which will include the suspension of the license if medical services at the clinics and hospitals were not commenced with immediately.

He stated that in many cases the public needs medical assistance other than COVID Therefore, private doctors, nursing homes and clinics should be opened immediately and services should be provided to the people according to the guidelines.

According to the Karnataka Private Medical Establishment Act (KPMEA), doctors and all hospitals that are registered are required to serve the patients under the law.

Industries demand the opening of Road at Shinoli

While businesses have restarted in Belagavi as also in the industrial estates near Kolhapur city, factories are still locked up in the industrial belt of Shinoli-Halkarni in Chandgad Taluk, Kolhapur Dist. The village of Shinoli is only 15 Km from Belagavi but over 100 Km from Kolhapur city. It is probably this distance from the Government Authorities in Maharashtra that has spelt a death knell to the industries in this cozy, green belt of Maharashtra.

The Belagavi – Vengurla road has been blocked with mud and rocks, preventing any vehicles, including ambulances and commercial vehicles, from traveling on this route. This is against the rules set by the Central Government. The decision to block the road has been taken by Sub Divisional Officer (Praant) of Gadhinglaj, Kolhapur Dist and the block hasn’t been lifted despite over 6000 families affected due to the closure of businesses or the death of a citizen (case of a snake bite) who couldn’t be shifted to the hospital in Belagavi.

shinoli road block The Chandgad Taluka Chamber of Commerce and Industries held a meeting with the SDO, at her office to understand her perspective and to request her to clear the road at Shinoli and allow trucks and commercial vehicles to ply on the same, as per rules of the Central Govt.

But she said that she has blocked the road at Shinoli village as she has defined this as a containment zone.

Chandgad Taluka Chamber of Commerce and Industries asked her as to why this area has been defined as a containment zone when there are no Covid cases within a 10 Km radius of this spot? She replied that she has been given the powers to define containment zones and as per her assessment of risk, she has taken this decision. To put things in perspective, most industries in Belagavi reopened on 4th Apr. And one can see people playing cricket in Shinoli. But the road is blocked.

Chandgad Taluka Chamber of Commerce and Industries asked her if she will open it up in a week and she told us that she has decided that this road block will remain till the number of Covid cases in Belagavi District becomes Zero.

Chandgad Taluka Chamber of Commerce and Industries told her if it takes 4 months for the number of cases in Belagavi District to come down to zero and she doesn’t open the road, the companies will shut, people will lose their jobs and some workers and business owners may commit suicide. And by the time she opens the road, there may be no business left in that area.To this she replied that it is not her problem.

Chandgad Taluka Chamber of Commerce and Industries pleaded with her to review her decision. But she categorically refused saying this was her final decision and asked us to leave.

While most Government officials would have a more intelligent and pragmatic approach to solving problems, here is one who is either not worthy of the authority handed over to her by the Government or has some ulterior motive of ensuring that the people revolt.
