Inter state pass to travel to and go outside Karnataka – complete Details

The Karnataka New guidelines vide order No. RD 158 TNR 2020 was issued on 02-05-2020 and which is in force from 03-05-2020 for a period of 2 weeks for Interstate pass to travel to Karnataka and go outside Karnataka. 

The government of India has taken a decision to allow inter-state travel of migrant workers, pilgrims, tourists, students and other persons stranded in different states due to lockdown. The following entry and exit points for the inter-state movement of people who are stranded due to lockdown, as per MHA orders are hereby notified:

Procedure to return to Karnataka from the other Indian States

Persons stranded in different parts of the country who desire to come back to Karnataka are requested to follow the below-given steps. Your cooperation with the Government of Karnataka will help in managing the Covid-19 outbreak effectively.

1. Please register on Seva Sindhu website https://sevasindhu.karnataka.gov.in/ ) , by selecting the service, ‘Travel to Karnataka from Other states’ from the Seva Sindhu homepage. Fill the application form which contains the destination district and includes the Family member details.

2. The applicant will receive an acknowledgment with the reference number.

3. The application will be reviewed by the DC of the destination district and the Karnataka’s nodal officer. The nodal officer after consulting the sending State’s officials will accord approval.

4. The person will receive an SMS with the link to download the e-Pass.

5. The e-Pass is valid for 1 week from the date of issue.

6. The authorities will verify the authenticity of the e-Pass by scanning the QR code from Service Plus application that can be downloaded on to their mobile from Google Play Store

7. Persons with an e-Pass can travel either by their own private vehicle, rented vehicles or rented buses.

8. The buses or other vehicles used for travel should be sanitized properly and adequate social distancing norms should be followed. In this regard, only 3 persons in Car, 5 persons in SUV, 10 persons in Van and 25 persons in a Bus will be permitted respectively.

9. Persons returning to Karnataka should initiate the travel only after receiving the e-Pass from Government of Karnataka to avoid inconvenience during the travel. The e-Pass will indicate the notified entry checkpost. The returnees must mandatorily travel only through the specified checkpost. Otherwise, entry to Karnataka will not be allowed.

10. Travel expenses will be borne by the concerned persons.

11. The e-Pass will have to be carried along with valid Government ID specified in e-Pass all the times during the journey.

12. In case of rental vehicles, the e-Pass holder(s) can accompany a driver who should possess an identity card with him at all times. The driver should return to his origin location within the validity of the e-Pass.

13. Persons have to undergo medical screening for symptoms of Covid-19 at the notified entry check posts. Those without symptoms will be allowed to enter and have to be in institutional quarantine and those with symptoms will be sent to either Covid Care Centre or hospital.

4. The citizens have to mandatorily install Aarogya Setu App on their phones henceforth.

Procedure to go to other Indian States from Karnataka

Persons stranded in Karnataka who desire to move to other States are requested to follow the below given steps.

1. Please register on Seva Sindhu website https://sevasindhu.karnataka.gov.in/ ) , by selecting the service, ‘Travel to Other Indian states from Karnataka’ from the Seva Sindhu homepage. Fill the application form which contains the destination district and includes the Family member details.

3. The application will be reviewed by the receiving State’s nodal officer and the Karnataka’s nodal officer. The Karnataka’s nodal officer will approve the application after receiving the approval from receiving state’s nodal officers.

6. The authorities will verify the authenticity of the e-Pass by scanning the QR code from Service Plus app that can be downloaded on to their mobile from Google Play Store.

8. The buses or other vehicles used for travel should be sanitized properly and adequate social distancing norms should be followed. These limits are applicable within the administrative boundaries of Karnataka. Compliance with regulations of transit states and receiving states will be the responsibility of traveller(s).

10. Travel expenses will be borne by the concerned persons.

11. Persons having an e-Pass can travel out of Karnataka only after undergoing medical screening for symptoms.

12. The e-Pass will have to be carried along with valid Government ID specified in e-Pass during all the times during the journey.

11 new cases from Hire Bagewadi, Kudachi total now 85

Police officer quarantined as he met daughter who tested positive

An Assistant Sub-Inspector working with the KSRP and his wife were ordered to be home quarantine for two weeks after the officer met his daughter who later in the day had tested positive for COVID 19 on Friday.

The ASI has gone to meet his daughter who was a secondary contact of a positive patient.

The ASI went to the Quarantined center to console her about the one year old son and later went home and met his wife and comforted her who was worried about their daughter’s health.

As usual after this he joined for duty at a traffic junction.

An officer came to know about it and then seniors were alerted when the ASI and his wife were home quarantined and their swabs were taken for testing.

9 kidnappers nabbed by the police

The Market police officials were successful in tracing a person who was missing for the past 4 months from Bhandur Galli Belagavi and the cops have nabbed 9 persons involved in the kidnapping.

Annashaeb Chowgule a bachelor has 2.3 acres of land on Sambra Road and also a Deposit worth Rs. 30 lakhs.

A report was filed when Annashaeb went missing 4 months ago. The kidnappers kept moving Chowgule from one farmhouse to another and at last, were traced from Gandhinlaj Taluka.

The Kidnappers had planned to get a general power of attorney from Annasaheb and get it registered but then the lockdown was announced and all their plans failed.

But now when Annasaheb came to withdraw his money from the bank the police arrested the kidnappers.

The accused are Vinayak Shankar Pradhan of Mahadwar Road, Pintu alias Shivnath Ranba Redkar of New Gandhinagar, Amit Yallappa Majgavi of FulbagGalli, Murari Babjan Khanapuri of Gandhinagar, Suresh Mahadev Patil of Hadlage village, Chetan Narayan Patil of Belvatti, Sanjay Prakash Kaujalgi of Angol, Raju Dnyaneshwar Goni, Amit Parashram Dhamnekar.

A car and two two-wheelers were recovered along with 9 mobiles from them.

7.5% of Covid-19 beds occupied in Belagavi

98% of the beds earmarked for coronavirus patients in Karnataka are vacant as per a report.

In Belagavi which has 633 beds dedicated to Coronavirus patients 48 are occupied which is around 7.5% of the capacity.

Bed occupancy is one of the parameters which determine the health system n the state. Unlike in other states, the situation in Karnataka is quite better with no struggle to get the beds.

Bed occupancy rates are around 3% in Bengaluru and 8% in Davengere while it’s 7.5% in Belagavi.

Currently, 48 persons have been isolated in the Designated COVID-19 Hospital at BIMS Belagavi.
7635 persons have been observed until May 8 and 6449 tests have been done out of which 5869 are negative and results of 427 samples were yet to be received.

Until May 8, Belagavi has 85 COVID-19 Positive cases with 1 death and 36 discharges which means we have 48 active cases in hand.

22 New Positive cases – total now 107 in Belagavi district

On Sunday 22 new cases have been reported in Belagavi District.

All Travel History to Ajmer, Rajasthan who were quarantined in Nippani.
They had been to Ajmer and were stuck in locked down. The Rajasthan Govt then sent them saying they were Negative but when they came into Karnataka at Kognoli the officials there said as per protocol all will have to be quarantined and hence they were quarantined on May 3 on Arrival.

It is a group of 38 persons out of which 22 have tested positive as of now.

Alertness of Officers at Nippani saves the spread of COVID-19 in the district

DC Belagavi speaks on the 22 positive patients who had returned from Rajasthan and were stopped 5 kms inside Karnataka Border and were instantly quarantined near Nippani.

They were returned from Kognoli check pos but somehow they managed to enter the state again and they were stopped when they had crossed 5 kms inside.

Out of the 30 swabs taken 22 are positive and 8 are from other districts. They belong to various parts of Belagavi and Bagalkote District but as all of them were stopped near Nippani only and the officers on duty have done a great deed as otherwise they would have been carriers and the virus could have spread all across. 

With 22 patients tested positive out of the 38 in question here who had traveled to Ajmer the total of positives has risen to 107 in the district.

Adis Technologies wins at startups for innovation in animal husbandry, dairy sector

Start-up India along with the Department of Animal Husbandry announced the Animal Husbandry Start-up Grand challenge in Sep 2019. The challenge, launched by Honorable Prime Minister Shri Narendra Modi in Mathura on 11th Sep last year, saw India’s most promising dairy start-ups participating in the challenge.

Adis Technologies Pvt Ltd, an innovative agri-tech start-up bagged 1st prize for solving the Problem Statement of Animal breeding Program.

A total of 157 entries were received and were scrutinized by Start-up India experts, AH Department experts, and shortlisted finalists then presented to a jury of Senior Officials.

The winners were congratulated by the Minister of Fisheries, Animal Husbandry, and Dairy, Shri Giriraj Singh through a Video Conferencing Ceremony on Friday, May 8th 2020 evening. MoS (Fisheries & AHD) Shri Sanjeev Kumar Balyan and Secretary (AHD) Shri Atul Chaturvedi were also present on the occasion.

The Challenge categorized the animal husbandry ecosystem issues into 6 categories. Adis Technologies Pvt Ltd, an innovative agri-tech start-up bagged 1st prize for solving the Problem Statement of Animal breeding Program. There were total of 40 finalists in this category fighting for the position. Apart from the prize money of 1.02cr for 12 startups, mentorship support, masterclasses, and Incubation support will also be provided to the winners as told by Joint Secretary Shri Mihir Singh Jee.

No new positive case on May 11 Mid day update

According to the midday bulletin on May 11, no new case has been reported. On may 10 as many as 22 new cases were reported.

113 or 107 positives from Belagavi? Confused
Many readers who are watching News channels would have seen a total number of COVID positives as 113 but all the local media has reported only 107.
This is because 8 persons who were part of the Ajmer return group are originally from Bagalkote. Hence Locally the Administration has shown it differently even when they have been isolated at Belagavi hospital.
So 107+8=115 but even then we have a difference of 2 this is because last fortnight 2 positive cases were missed out, hence the number 113 in the bulletin of the Health Department.

P287 – 30 Female Hire Bagewadi – no info shared – Health dept bulletin has a mention
P284 was discharged from civil info was shared and this is already in the 36 discharged.
so according to this data discharge number must be 38 we had 36 already P284 was included in the 36.
P258 and P287 as per health dept bulletin are discharged, so 36+2= 38 discharges.

Institutional quarantine for 14days a must for those returning from High Risk States

Many people who were stuck up due to the lockdown including stranded laborers, tourists, students etc are now getting back to Karnataka using the Seva Sindhu portal pass system.


HIGH-RISK STATES: Maharashtra, Gujarat, Delhi, Tamil Nadu, Rajasthan as on May 8.

A new set of SOP’s has been formulated by the Karnataka Health department under which People returning from high-risk state sympathetic or asymptomatic have to undergo institutional quarantine for 14 days.

Those returning from high-risk stats like MH have to undergo institutional quarantine for 14days. It is done for the good of you, your family and the State. One may opt for a hotel.  

In Belagavi a couple had arrived here on May 9 and were stamped for Home Quarantined. But on May 10 they got a call from the Health Department saying that as per the new guidelines they have to be institutionally Quarantined in a hotel. And they were also given a choice to select a hotel out of 3 choices. Here the choices are self Paid or then Free Govt Quarantine.

As per the health, dept Keeping in institutional quarantine under medical supervision is to safeguard your family from probable infection. Please understand it is done for the good of your family and community.

The team of the Health Department and police are visiting every home who has come back and settled in the home skipping safety protocol. Sympathetic/asymptomatic they are kept in quarantine.

This applies to all who travel alone in a car or as a group all how come in from high risk states will have to undergo Institutional quarantine for 14days.

Discharged patient tests positive – readmitted now

The Director, Belagavi Institute of Medical Sciences, Belagavi has issued a press note stating

Patient No-298 was tested and found to have positive throat swab on 14-04-2020.

He was admitted to the hospital and had been diagnosed to also have ischemic heart diseases with CCF with diabeties the patient was monitored and treated at BIMS Hospital Belagavi after 14 days his swabs were drawn for re- testing on 28 & 30th April these results came in as Negative and patient was discharged on 05-05-2020 and shifted to institutional facility at Kudachi.

His 3 rd Swab was taken on the day of discharge and result Came in as positive on 05-05- 2020 late night. The patient was re-admitted on hospital on 06-05-2020.

Currently the patient is stable and it being treated and monitored.

Most containment zones to be denotified by May 15 in city

Deputy Commissioner of Belagavi Dr.S B Bommanahalli on Monday said, as most of the patients tested positive for COVID-19 have been discharged the containment zones in Belagavi city will be denotified by May 15.

At present, Peeranwadi and Yellur are the two containment zones which will be freed shortly.

Belagavi now officially is in the second position after Bengaluru with respect to the COVID-19 positives. Belagavi district has a tally of 113, 107 from Belagavi district, and 8 from Bagalkote district but admitted at the designated COVID hospital in Belagavi.

By May 22 the quarantine period of most of the people ends and administration has accelerated measures for rapid testing for COVID and tracing all suspected primary and secondary contacts.

6620 tests have been conducted in District out of which 6161 are negative.

In view of power delegated to Chairperson, Belagavi District Disaster Management Authority under National Disaster Management Act’ (NDMA) 2005 by G.O. No. RD 157 ITNR 2020 and in exercise of the powers conferred under section 26 30 and 34 of NDMA’ 2005, and Under relevant paras of notification issued under Epidemic Disease Act’ 1897 by State Government, and As per definition of Containment Zone vide G.O. No. HFW 109 ACS 2020 dated 17.04.2020,

99 migrants going to Rajasthan in truck stopped at Hire Bagewadi Toll

The police stopped a truck in which 99 migrants from Bengaluru were traveling to Rajsthan near the Hire Bagewadi toll.

All the 99 have been now quarantined at the hostel of the social welfare department.

All of the 99 migrants were taken to the special screening center established at the CpED ground and after a thorough examination, they were sent for quarantine.

The P298 was also readmitted as his sample tested positive.

Belagavi stands with 107 positives 1 death and 42 discharges and 1 readmission. 8 positives (Ajmer Travel History) from Bagalkote are also in Belagavi hospital.

1.05 lakh fines collected for not wearing masks in Belagavi

Rs 1,05,190 fine was collected from 917 persons in Belagavi city who were not wearing masks over the Lock down 3.0.

Belagavi is in the Orange Zone and as per the MHA orders, it is compulsory for all to wear masks when in public.

Wearing of Masks and maintaining social distancing has to be followed very strictly or else the persons would be fined by the City Corporation.

masksJagdish KH Commissioner of the city corporation said that this enforcement would be strict and as citizens have been permitted to move around from 7 AM to 7 PM they have to abide by the rules or else they would be fined.
