Proposal to close RC offices -Revenue Minister

Karnataka government’s proposal to abolish offices of regional commissioners, as per one of the recommendations of the Administrative Reforms Commission-2, is facing opposition by some organisations and former bureaucrats on the ground that it is against the spirit of decentralization, reports The Hindu.

According to the story published in The Hindu, R Ashok, Revenue Minister, has said that there is a proposal to abolish the four regional commissioner offices in Bengaluru, Mysuru, Belagavi and Kalaburagi to reduce unnecessary expenses and redeploy staff to various vacant posts.

Belagavi, also houses of the Regional Commissioner’s office and Aditya Amlan Biswas is currently serving as the Regional Commissioner.

The Regional commissioner has various powers and functions like general supervision over departments at the regional level. Receive public grievances and hear appeals against lower-level officers.

In Belagavi as well, citizen have raised issues with the RC on various occasion including the works related to Smart city, where the RC himself gave spot visits and asked for the rectification of the works as needed.

Vijay Bhaskar, ARC chairman and former Chief Secretary, argued that increased use of technology and e-governance tools and appointment of in-charge secretaries and in-charge ministers had reduced the need for supervisory officers. “Things have changed and we need a more agile system with lesser levels of governance,” he said, The Hindu story adds.

The Powers and Functions of the Regional Commissioner as per Government Order dated:08-09-2005 are as noted below;

· Maintenance of staff, development, training and human esources of the Revenue Department.

· District, Subdivision, Taluka, Hobali and Village level Revenue accounts, maintenance of audited accounts, annual inspection, surprise inspections and compulsory annual Jamabandhi.

· The powers of Divisional Commissioner previously exercised under various Rules and Sub-Rules. (Appeal and Revision)

· Stamps and Registration fee, Land survey and Land records, Supervision of works related to administration of Endowment offices.

· Inspecting Authority – Inspection of subordinate offices as regards their functioning as per Law, Government instructions and related orders.

· Supervision of natural disasters and drought relief works and their control besides crop harvest experiments and waving of land revenue.

· Supervision of all types of elections in the division.

· Land sanction, Land acquisition, Land improvement, Collection of land tax, Measurement of lands and Supervision of Computerization of Revenue Department.

· Release of grants to District offices, Sub-Divisions and Taluka offices, Annual budget preparation, preparing answers to Legislative Assembly/Council questions and making reports to Sub-Committees of Legislation and Inspection of cases pending in Courts.

· Review of Inspection of all developmental works of all Government offices coming under their jurisdiction at least once in a month.

· To initiate action for non achievement of financial and physical target and discuss the same with concerned Head of the Depts., Secretaries and Principal Secretaries to take suitable action to achieve the targets

· In addition, Inspection of Development Departments, vestigations and review if necessary.

Citizens oppose garbage depot at Benakanhalli

Citizens of Kallehol, Benkanhalli, and Sulga villages, have strongly opposed the setting up of a new solid waste depot project at Benkanhalli village.

The villagers also submitted a memorandum to the Deputy Commissioner regarding the same.

A large number of citizens from Kallehol and Sulga villages, including Benkanhalli, were present at the DC office this morning to oppose the establishment of a Garbage depot.

As the solid waste depot at Turmuri is insufficient to collect and dispose of waste from Belagavi city, a new waste depot will be set up at the grazing ground near Benkanhalli village.

An order for the same has been issued by the Deputy Commissioner on June 5.

However, the villagers of Benkanhalli, Kallehol and Sulga as well as other villages in the area have come forward and opposed this garbage depot because this waste depot will pollute the entire environment in the area.

Ashrayanagar is a settlement of about one thousand to twelve hundred people near the site of this depot. Similarly, FCI warehouse near the proposed garbage depot.

Citizens Council asks for speedy work of Third gate ROB

The member of the Citizens Council met Deputy Commissioner Belagavi and appraised him about the very slow work of the Third gate RoB at LC 381.

The delegates also submitted the memorandum regarding the same.

On receipt of the memorandum the DC called up the SWR authorities and instructed them to initiate the work on a war footing and complete it by Oct 2021. He assured of his personal visit this week to the sight and resolve the traffic congestion with the help of the Police Dept.

Looking at the infrastructure need the Govt ( state/central/Railways) has decided to widen the existing roads as well as construct the new required ROB. As a part of the same, the foundation stone of the ROB third Railway Gate ( Level Crossing No.381) was done on 6th Jan 2019 with the assurance of completion by March 2020 which already lapsed by almost 16 months and still the major portion of the ROB is incomplete.

The ROB was sanctioned at a cost of Rs.27.28 cr on a 50/50 cost-sharing basis between the Ministry of Railways and the Govt Of Karnataka.

The span of ROB is 1*2*54 Bowstring Girder with a 4 lane approach. But for last so many months the work is totally standstill putting the citizens in severe hardship.

Recently it is learned from tweeter handle of Railways that the ROB will be completed by March 2022, due to pandemic delay.

The Ministry of Home Affairs in its SOP 2020 and 2021 made it clear that there will not be any ban on construction activities of Central, State, Railways, and National Highway projects during Lockdown.

Sir, here we would like to bring to your kind notice that big trenches have been dug up which has no barricading or safety tapes welcoming some more life-threatening accidents which the Belagavi has already witnessed on 1st Railway gate to Mandolin road year back.

Heavy traffic congestion and traffic jams are a routine scenario with making it more miserable when the gate closes for trains.

The Goa highway, the biggest industrial estates, five big major colleges including VTU, 3 Hospitals are situated in Udyambag, Peeranwadi, Machhe area who are the major victims of this incomplete work.

Looking at the hardship of citizens and commuters traveling from 3rd Railway gate road and as a head of Belagavi District, we would like to request you, sir, to kindly call a meeting of all the stakeholders involved and instruct them to speed up by putting extra efforts and manpower and complete the work at earliest by October 2021.

Details of Belagavi Railway Station Redevelopment – to be ready by Dec 21

Smt Mangal Angadi Member of Parliament Belagavi today made an inspection of the ongoing redevelopment works of the Belagavi Railway Station along with MLA Abhay Patil and Anil Benake.

The Target date of completion of all the works is by Dec’21.

Details of the various works to be undertaken at Belagavi Station and its current status –

Works Following works have been entrusted by Railways to RVNL (Rail Vikas Nigam Ltd., a Govt .of India enterprises)

A ) New main entry station building at Belagavi & development of its circulating area allied works

B) Second entry station building at Belagavi development of its circulating area & allied works

C) proposed Coaching Depot (Includes. Pit line, Sick Line with Sick line shed & Service Building)

D) Yard Remodeling work. (Including additional Platform PF No-04) & New Foot Over Bridge

(A) Construction of New Main Entry Building
(G.3) (Ground plus Three floors) with the provision of 03 (Three) nos of lifts, Sky frame structure for entry concourse & platform shelter on widened platform no -01. The Building includes provision for Foodcourt, Shopping area on ground Floor & First Floor.

Construction of the first floor on existing building (besides existing main entry building) for S &T units & units for other divisional branches.

Circulating area development in front of main entry building with parking areas for two/three/four Wheeler’s separately.

The cost of works Is approx. 44 Crores. The RCC Works of the building is completed and finishing works are under progress.

(B) Second Entry Building (G.1) along with the development of circulating area & allied works. This Building is under construction on the Opposite side of the present station building (North /East ) side. The RCC Works of the building are completed & balance works are in progress. The cost of works is approx. 18 crores

(C) Coaching Depot Works:

Coaching Depot works include Pit by (624 M), Si, line (280 M), Sick fine shed (660 SQM), and Service building (600 SQM) for Coaching Depot. This includes Machinery & Plants for coaching Depot. The cost of works is approx 48 Crores.

(D)Yard remodeling works :

The Yard Remodeling work includes Up-gradation & Extension of mainlines & lines entire station yards, with additional Platform (PF No.04) Also includes allied amenity works (like New FOB connecting from 2nd entry building to all four platforms In the station with 2 no, of lifts & 3 no’s of escalators. The cost of works is approx Rs.80 Crores.

Piteous Belagavi CBT

Thousands of people throng me and travel to their destinations day in and day out.

For so many years I have been bridging the gap between urban and rural. It may be any season of the year, but for me, my priority is set, serve thy countrymen. When I was made years back I was the main landmark people used to assign. But now my importance has been ablated. If you want blame it on my owners or people running the show.
Do you know by now who I am? I am CBT, Central Bus Terminus.

To add to my woes now I am in a very Piteous state and all those who come to me come with fear and despair.


It was a very halcyon moment for me when the Foundation stone laid for Modern Bus station was laid on December 3, 2016, but the actual work began a year later in 2017.

Better late than never were my thoughts but since then I have been crying all the time and the current situation after the rains is pessimal.

The construction which was to get over in 24 months is still ongoing with no signs of getting done soon.

The mud ditch roads in the CBT currently are the worst days I have seen. I sympathize with each one who comes to me, as I know he can fall any moment and each one is not so lucky to escape the dirt pool.

The authorities have turned a blind eye to this which is more alarming.

The project includes the construction of a new modern bus station, covered accommodation, Parking Area pavement concrete, City bus shelter, Water supply, Sanitary, Electrical H.T. Works, Wiring, lighting, fire fighting etc., as directed by the Engineer-in-charge of work.

I just pray that the authorities look at my dismal state and do something so that the Mai Baap Commuters who throng me have a pleasant and happy journey.

NWKRTC bus sent back to Maharashtra as none of the passengers had RTPCR -ve or Vaccine certificate

Strict inspection at borders due to increased number of patients in Maharashtra

Under the guidance of DYSP Manoj Kumar Naik, Divisional Inspector of Police SV Shivayogi and PSI Anil Kumbhar of Nipani Rural Police Station NWKRTC buses plying from Pune to Belagavi was sent back to Pune from Kognoli Check post as none of the passengers had an RTPCR negative or a vaccine certificate of at least one dose.

This sudden strict vigil at the border check post caused a flurry of motorists.

Also, Rapid antigen tests of drivers were done at the check post.

Stirct instructions have been given to the staff on duty to allow only those to enter Karnataka who have an RTPCR negative certificate of less than 72 hours or who possess a vaccine certificate of at least one dose.

People with a negative in the rapid test are being admitted to Karnataka.

Goa Govt allows fully vaccinated persons for work purposes or medical emergencies only

The Goa govt has issued an addendum to its earlier order and has modified the inter-state movement clause.

As per the order dated 11/07/2021 Fully vaccinated at least 14 days before the day of the entry and have been asymptomatic will be allowed entry without an RTPCR certificate but the same is limited to the workforce who have to work in Goa.

For any other purpose, entry is allowed only if one posses an RTPCR negative certificate less than 48 hours.

Inter-state movement for persons except

i. For those carrying Covid negative test report for a test done a maximum of 72 hours prior to entering Goa,

ii. Persons entering in Goa for medical emergencies on the production of proof, therefore,

iii. Two drivers and one helper per goods vehicle. However, the Police or the other authorities will have to scan such persons with thermal guns to see whether they display any symptoms and if they display any symptoms then the Police or the other authorities should deny access to such persons within the State of Goa.

iv. The following persons who are fully vaccinated at least 14 days before the day of the entry and have been asymptomatic.

a. The workforce, i.e. persons who enter the State of Goa for purposes of work in industries, labor-force, construction, etc..

b. Persons who enter the State of Goa for purposes of business and employment; c. Residents of Goa, who are now stranded outside Goa for pandemic related or other such issues;

d. Residents of Goa who, on account of their work requirements, medical reasons, are required to travel outside the State of Goa and return to the State after a few days.”

Defense Estate office could take possession of Union Gymkhana today

As per the order of the Defense Estate office Bengaluru, the Cantonment board Belagavi has been asked to take possession of the land of Union Gymkhana as they have failed to accept the rate offered by the DEO and hence the deadline notice period ends today.

Notices of similar nature have been sent to other occupants like schools and other clubs as well. A few of them might have taken a stay.

The main issue here is the exorbitant lease rents that have been asked to be paid by the schools and clubs.

High court has granted a stay on possession up to August 2, 2021

What is the ISSUE:
The union Gymkhana has been asked retrospectively to pay for the period from 2002, lease rent which would a colossal Rs. 1,02,53,000/- !!

The DEO order –

ORDER Estate Officer heard the ploy of both the parties and it is amply clear from the record that GLR Sy.No. 73 with an area of 6.50 acres (GLR entry is made in GLR volume1 page 82 as an original entry) belongs to Govt of India Ministry of Defence and under the management of DEO, Karnataka Circle, Bangalore and respondent was only lessee over the land till 31.03 2002. Respondent vide his letter dated 19.03.2021 (placed on record) also stated that they are willing to renew the lease only with request to reduce the annual lease rent by keeping the same as it was earlier. As club authorities have failed to accept the offered rate of lease rent even after repeated opportunities, lease was not renewed/extended and they have no right to occupy the land. They are unauthorized occupants and need to vacate the land.

The union Gymkhana has issued a press note –

Saving the 98 years old Union Gymkhana for future generations of children.

A sword hangs over the head of the 98 years old Union Gymkhana, which was set up to encourage the school children of Belgaum to take up modern sports like, cricket, football, hockey, tennis and table tennis.

In 1937, an empty piece of land was leased to the Gymkhana, close to a spot where the Cantonment meets the Municipal area. Other than this land, it has never taken any government funds, nor has it undertaken any unauthorized construction. All the grounds and the badminton and tennis courts have been maintained by the voluntary labour of youth and children and generous donations by the sports lovers of Belgaum.

Since 1937, the Union Gymkhana has signed 4 leases with the Defence Estates Officer. The lease rent for the last lease that ended on 31.03.2002, was Rs.2,741/- per year.

After the last lease, we had approached two Defence Ministers, Shri. George Fernandes in 2002 and Shri. Manohar Parrikar in 2015. Both understood our predicament and helped us. In 2016, the Army wanted to use our grounds for their troops, and for the Cantonment Board employees, for free. We readily agreed. We also agreed to invite an Army Officer to attend the meetings of the Board of Directors.

However, suddenly, in 2018 we were informed by the D.E.O. that the Ministry of Defence was prepared to renew our lease for 30 years from 2002 to 2032, but, by employing a new method, just developed, known as the ‘S.T.R.’ method, and applied retrospectively to the period from 2002, our lease rent would be a colossal Rs. 1,02,53,000/- !!

We are not a Club for the elite sections of society. We are a simple sports gymkhana for poor and middle class children,

Our membership fees are an extremely minimal Rs. 125/ per month. Coaching and training in badminton costs Rs. 400/-, in tennis it costs Rs. 400/-, in table tennis it costs Rs 300/- and in cricket it costs Rs. 500/- per month.

We are maintaining a green turf wicket for cricket at a considerable cost. Our total income in 2020 was Rs.13,25,256/-, and, after paying the ground maintenance and expenses of water, electricity, staff bills, etc., we are left with a surplus of Rs. 88,180/-

We simply cannot afford such exorbitant rent.

There are no commercial activities in any part of the Union Gymkhana premises. We do not even have a bar license and do not have any residential quarters for guests, etc.

The families we reach through our voluntary efforts cannot afford to pay more than about Rs. 500/- for coaching. With these meagre funds we have produced sports persons who have reached University and State level.

If the Union Gymkhana is killed by this high ‘S.T.R.’ rate, the flame of sports that has burned brightly over here for 98 years will go out and the children will be plunged in darkness.

They have no other grounds to play on as the Army has built quarters on two other playgrounds which were in the Cantonment area.

The ‘S.T.R.’ method has only three rates, – ‘residential’, ‘commercial’ and ‘lucrative commercial’, and the Union Gymkhana does not fall into any of these three categories. No one has ever ‘resided’ in the premises of the Union Gymkhana. Games and matches only last for a few hours and then everyone goes home. We feel we have been unfairly pushed into the residential category.

Please, Sir, please intervene and stop this injustice – and please do not allow the Grand Old Sports Institution of Belgaum … the Union Gymkhana to be wiped off the sports map of Belgaum.

Please do not allow the sports dreams of future generations of children to be snuffed out in a single stroke of the pen, for the sake of ‘revenue’.

There will be tears in the eyes of thousands who regards this as their sports ‘karma bhoomi’.

Kindly intervene to reduce this exorbitant increase and let us continue to train youngsters here in Belagavi.

16.43 crore worth new building for KGTTI

The Karnataka Germany Technical Training Institutes (KGTTI) in Belagavi will get a new building worth 16.43 crore.

The State government has approved construction of a new building for and Mangaluru. The international agency provides vocational training courses to youths in five places in Karnataka. Around 4,000 youths are trained in various skills at these institutes.

The buildings will be constructed at a cost of ₹16.43 crore in Belagavi

The KGTTI is running its training courses in rented buildings in Belagavi and Mangaluru.

The Department of Skills Development, Entrepreneurship and Livelihood has set up five international Karnataka German Multi-purpose Development Centres in various cities to provide technical training in collaboration with the Karnataka – German Multi-purpose Development Center Society, Germany.

The KGTTI is being run in a rented building in Belagavi. Deputy Commissioner M.G. Hiremath has allotted land for a separate building.

The State cabinet has decided to ask the Public Works Department to construct the buildings. Work will be started within three months, said Deputy Chief Minister Govind Karjol, who is the Minister for public works.

Sanofi vaccine trials at Jeevan Rekha

Sanofi and GSK initiate global Phase 3 clinical efficacy study of COVID-19 vaccine candidate will go under trials soon at Jeevan Rekha Hospital Belagavi.

The hospital was also part of the trials of Covaxin and ZyCov-D vaccines.

According to hospital director Amit Bhate, the Trials could commence in 10 days.

Dr Bhate said those aged above 18 and who are not vaccinated will be urged to volunteer for vaccine trials.

Sanofi and GSK started enrollment in their Phase 3 clinical study to assess the safety, efficacy, and immunogenicity of their adjuvanted recombinant-protein COVID-19 vaccine candidate. The global, randomized, double-blind placebo-controlled Phase 3 study will include more than 35,000 volunteers aged 18.

The primary endpoint of the study is the prevention of symptomatic COVID-19 in SARS-CoV-2 naïve adults, with secondary endpoints being the prevention of severe COVID-19 disease and prevention of asymptomatic infection. In a two-stage approach, the study will initially investigate the efficacy of a vaccine formulation targeting the original D.614 virus (Wuhan), while a second stage will evaluate a second formulation targeting the B.1.351 (South African) variant. Recent scientific evidence1 shows that antibodies created against the B.1.351 variant may provide broad cross-protection against other more transmissible variants. The design of the Phase 3, conducted across a broad diversity of geographies, also allows evaluation of the efficacy of the candidate against a variety of circulating variants.

Maharashtra allows entry without RTPCR if having 15-day gap from second COVID vaccine dose

Persons who’ve been vaccinated with both doses of COVID vaccine & are in possession of a final vaccination certificate, are exempted from the requirement of a negative RT-PCR report on their entry into the State. Exemption applicable for domestic & international passengers: Govt of Maharashtra

The GOVERNMENT OF MAHARASHTRA has issued a new order –

In exercise of the powers conferred under the Disaster Management Act.2005. the undersigned in the capacity of the Chairperson of the State Executive Committee of the State Disaster Management Authority hereby decrees shot persons who have been vaccinated with both doses of the COVID 19 vaccine and 15 days have elapsed since the administration of the second dose of the vaccine and is in possession of the final vaccination certificate issued through the COWIN portal then such parsons be exempted from the mandatory requirement of possessing a negative RTPCR report on their entry into the State.

It is clarified that this exemption is applicable for domestic as well as international passengers.

It is mandated that, despite this exemption order in place, all passengers, irrespective of slam of vaccination must compulsorily follow Covid Appropriate Behavior (wearing mask, frequent sanitizing of hand, maintaining social distancing etc2 at all times.

The time interval of the validity of the RTPCR test for all other persons will now be 72 hours instead of 48 hours.

Travel protocols to Karnataka, Maharashtra and Goa

Travel to Karnataka – from any state

Negative RT-PCR certificate not older than 72 hours or vaccination certificate of at least one dose of COVID 19 vaccine shall be compulsorily produced by the passengers coming to Karnataka by flight, bus, train, taxi, personal transport, etc.

This will also be applicable for all the flights originating from Maharashtra to Karnataka.

Travel to Maharashtra – from any state

Persons who have been vaccinated with both doses of the COVID 19 vaccine and 15 days have elapsed since the administration of the second dose of the vaccine and is in possession of the final vaccination certificate issued through the COWIN portal then such parsons be exempted from the mandatory requirement of possessing a negative RTPCR report on their entry into the State.

As per the order dated 11/07/2021 Fully vaccinated at least 14 days before the day of the entry and have been asymptomatic will be allowed entry without an RTPCR certificate but the same is limited to the workforce who have to work in Goa.

For any other purpose, entry is allowed only if one posses an RTPCR negative certificate less than 48 hours.

Entry to various waterfalls in Gokak and Khanapur Taluka banned

To prevent the spread of Covid-19 in the state, Belagavi district authorities have decided to ban the entry of tourists to the Gokak Falls, Dhupdhal, and Godachinmalki weekends(Saturday & Sunday) and public holidays.

On the same lines, the Tahsildar of Khanapur too has issued orders to ban entry of tourists Chikkale, Chigule, Kanakumbi, Paravad, Man, etc in Khanapur Taluka.

Thousands of tourists throng these places on weekends and public holidays hence the order has been issued.
